The County of Livingston invites sealed bids for the Hampton's Corners Fuel Facility Replacement project for the Livingston County Highway Department located at 4389 Gypsy Lane, Mt. Morris, NY 14510. This project generally consists of construction of a new aboveground storage tank fuel facility, including: two 12,000-gallon tanks with stairway and walkway assembly; a remote fueling island with canopy; installing two new dispensers and a card reader; electronic level/leak monitoring system; site, grading, and drainage work; electrical power and control systems; removal of two existing underground storage tanks; and demolition of the existing fueling island. The official time for the receipt of bids will be the time shown on the time stamp located in the Board of Supervisors/County Administration area, Room 302 on the third floor, Livingston County Government Center, 6 Court Street, Geneseo, New York 14454. E-mailed or faxed bids will be not accepted. Whether a bid submission is sent by mail or by means of personal delivery, Bidders assume full responsibility for having their bids deposited on time at the place specified. All bids received after the day and time stated will not be considered and will be returned unopened to the Bidder. Security procedures are in effect at the Livingston County Government Center. Interested parties, who intend to hand deliver proposals and/or conduct business with Livingston County should allow sufficient time for any delay which may arise as a result of security procedures. To be considered "delivered on time," a submission must be received by County Administration by the appointed day and time. The Owner reserves the right to reject a bidder's proposal if the submitted proposal is from a person, partnership, firm, or corporation that is not on the plan holders list. Within thirty (30) days after the date of the contract award, bidding documents in good condition may be returned to C&S Engineers, for a return of the deposit paid per the terms and conditions of New York State General Municipal Law 102. Each proposal must be accompanied by a bid bond in the amount of five percent (5%) of the total maximum proposal price (combination of base bid or alternate bid plus add-on items) for the contract and said bond shall be in the form and subject to the conditions provided in the Contract Documents. Questions regarding the Bidding Documents are to be emailed to the attention of Bill Frye, C&S Engineers, Inc., at bfrye@cscos.com, no later than 4:00 PM Thursday, March 28, 2024. Only written Requests for Information (RFIs) will be accepted. The questions received and all answers will be sent to all in receipt of the bid documents no later than 4:00 PM on Tuesday, April 2, 2024. If necessary, an Addendum to the Bidding Documents will be issued. Bidders are advised that this contract will require the contractor and subcontractors to pay prevailing wage rates as a minimum in accordance with the current State Wage Rate Schedules. Attention of the Bidder is particularly called to the Owner's sales tax exemption. In addition, the Bidding Documents for this project contain detailed requirements for the qualification of Bidders. All bids must be accompanied by a fully executed Non-Collusion Certification and Appendix "D" Certification "Iranian Energy Sector Divestment" pursuant to New York State General Municipal Law Section 103-g in order to be considered The County of Livingston reserves the right to reject any and all bids.
