The Matanuska-Susitna Borough is requesting bids from qualified contractors to reconstruct and repave Lakes Boulevard from Beaver Lake Road intersection approximately 1.7 miles to the west. The proposed roadway reconstruction will improve pavement, drainage, and road foundation. Deadline to submit Questions Mar 22nd 2024, 5:00 PM AKDT. The purpose of this project is to reconstruct and repave Lakes Boulevard from Beaver Lake Road intersection approximately 1.7 miles to the west. The proposed roadway reconstruction will improve pavement, drainage, and road foundation. The project will replace and widen the existing embankment by excavating approximately one to two feet of the existing road embankment and placing Type A and Type IIA borrow fill to lift and widen the existing road alignment and repave the surface. Basic Bid construction includes removal of approximately 26,500 square yards of pavement, 14,500 cubic yards (CY) of excavation and 77,000 CY of embankment, grading, 4,500 tons of aggregate base course, 2,700 tons of asphalt paving, replacement of 400 linear feet of culverts including two 49"x33" corrugated steel fish passage culverts, 614 linear feet of stream realignment (ditch linear grading), stabilization, and installation of signage and striping. An Additive Alternate is included to excavate and replace the aggregate base course and pavement in two locations approximately 2.5 miles west of the basic bid portion of the project. All construction shall be completed in accordance with the Alaska Department of Transportation and Public Facilities (DOT&PF) Standard Specifications for Highway Construction (SSHC) 2017 Edition. Project specific special provisions are provided in the following sections. The requirements contained in these specifications and special provisions are hereby made a part of this solicitation and resultant contract. o The project is in the Big Lake community and located north of Big Lake Road and west of S. Beaver Lake Road. See project location and vicinity maps. o Contractor is to provide resources to complete this project without any adjustments in the original bid amount or contract time. o Contractor is required to obtain an ADEC APDES permit prior to work activities. Utility relocation work done by the utility companies will be performed under this permit. o Permits are required to complete the work. An US Army Corps of Engineers 404 wetland fill permit and two Alaska Department of Fish and Game Fish Habitat Permits have been acquired by MSB. Application of Temporary Water Use Authorization (TWUA) permit has been applied for with the Alaska Department of Natural Resources. Contractors shall meet all requirements of these permits and coordinate with the Engineer to obtain the TWUA permit prior to construction. o Contractor shall apply for and obtain an Aquatic Resource Permit from the Alaska Department of Fish & Game. An Aquatic Resource Permit is required for any activity to collect fish associated with fish passage improvement work. o Contractor shall coordinate the road improvements with all utility relocation work. Request locates from the utilities having facilities in the area. Use the Alaska Digline, Inc. Locate Call Center. See Section 105-1.06 for Digline number and a list of utility companies in the area. o Contractor shall complete ROW and utility easement staking and clearing and all necessary SWPPP items for utility relocation support upon NTP. This work shall be included in items 201(3B), 641(1), 641(3), 642(1), and 642(3B). Additional stump removal for utility support will be directed if needed and is not included in these items. The anticipated additional utility support areas are as follows:
