Renovation of an educational facility in Ventura, California. Completed plans call for the renovation of a 1,940-square-foot, one-story above grade educational facility.

A. Restricted Use of Site: Contractor shall have limited use of Project site for construction operations as indicated on Drawings by the Contract limits and as indicated by requirements of this Section. B. Limits on Use of Site: Limit use of Project site to areas within the Contract limits indicated. Do not disturb portions of Project site beyond areas in which the Work is indicated. 1. Driveways, Walkways and Entrances: Keep driveways, loading areas, and entrances serving premises clear and available to Owner, Owner's employees, and emergency vehicles at all times. Do not use these areas for parking or for storage of materials. 2. Schedule deliveries to minimize use of driveways and entrances by construction operations. 3. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site. 4. Condition of Existing Grounds: Maintain portions of existing grounds, landscaping, and hardscaping affected by construction operations throughout construction period. Repair damage caused by construction operations. C. COORDINATION WITH OCCUPANTS 1. Partial Owner Occupancy: Owner will occupy the premises during entire construction period, with the exception of areas under construction. Cooperate with Owner during construction operations to minimize conflicts and facilitate Owner usage. Each bid shall be accompanied by the bid security of cash, a cashier's or certified check, U.S. money order, or bid bond for ten percent (10%) of the amount of the bid made payable to Ventura Unified School District, list of Designated Subcontractors, Non-collusion Affidavit, Qualification Evaluation Sheet and all other documents as required by the Instructions to Bidders. The District has determined that regardless of the Bid Proposal Amount, each bidder on this project must be prequalified with Ventura Unified School District. In addition, if components of the Project will be performed by electrical, mechanical, or plumbing subcontractors performing under the following license classification(s), then each of those subcontractors that intend to bid as a first-tier subcontractor to a general contractor (prime contractor) are required to have been prequalified by the District: C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and/or C-46. In accordance with Public Contract Code section 20111.5, each bidder must: a) submit a Prequalification Application in accordance with the Instructions for Bidders at least ten (10) business days prior to the last date for the submission of Bid Proposals set forth above and be prequalified with Ventura Unified School District for at least five (5) business day prior to that date. Contractors can prequalify at online. The successful bidder will be required to furnish a labor and material bond in an amount equal to one hundred percent (100%) of the contract price, and a faithful performance bond in an amount equal to one hundred percent (100%) of the contract price, said bonds to have sureties satisfactory to the Ventura Unified School District. In accordance with the provisions of PCC 22300, substitution of eligible and equivalent securities for any monies withheld to ensure performance under this contract will be permitted at the request and expense of the contractor. Each bidder shall possess at the time of bid a Class B General Builders Contractors License, pursuant to Public Contract Code Section 3300 and Business and Professions Code Section 7028.15. The successful bidder must maintain the license throughout the duration of the contract. No bidder may withdraw his bid for a period of ninety (90) days after the date set for the opening thereof. The District reserves the right to reject any or all bids and/or accept any bid if such action is in the best interest of the District. The District reserves the right to waive irregularities in any bid. The District may award a contract on an individual project or combination of projects, whichever is to the best interest of the District. The bidder may specify that the District acceptance of one project shall be contingent upon the District's acceptance of one or more additional projects submitted on the same bid. In the event of this bid containing additive or deductive alternates, the lowest bid shall be determined in a manner that prevents any information that would identify any of the bidders from being revealed to the public entity before ranking of all bidders from lowest to highest has been determined. For further information, consult the Instructions for Bidders and the Contract Documents. ***Prebid meeting The District will conduct a mandatory pre-bid conference at the time and place designated in the Call for Bids. The failure of any bidder to have its authorized representative present at a mandatory pre-bid conference will constitute rejection of its bid and the bid will be returned to the bidder unopened. If the Project includes Work to be performed at multiple sites, bidder is required to attend at all sites as indicated in the Call for Bids. Contractors must be on time for the pre-bid conference and must sign both in and out of the mandatory pre-bid conference and attend all locations during the walk where work will take place. Any contractor who arrives late or after the time set for the Mandatory Pre-Bid Conference will not be allowed to attend. Contractors proposing to bid on this project must be prompt and arrive "on time". No late arrivals will be accepted. Bids will not be accepted from bidders who have not attended the pre-bid conference introduction and site walk. The Owner will make the site available to bidders for examination during the bid period.
