The City of Lompoc is currently soliciting Sealed Bids for provide and install of Safety Netting at the baseball field at Pioneer Park. From the original issue date until the contract is awarded, the only authorized City contact will be the Purchasing Officer or the Purchasing staff listed below. Only information communicated by the Procurement Officer or his/her designee shall be the official position of the City. Interested bidders or their representatives are not allowed to communicate with City staff regarding this solicitation. If any bidder is found to be in violation of this provision, the City reserves the right to reject their bid. To be sure that you are listed as a "Registered Bidder" and advised of any changes please complete and return the "Registered Bidder Information Sheet" today before you prepare and send your bid. Not returning the Registered Bidder Information Sheet may be a reason for disqualification. It is the responsibility of the bidder to see that any proposal submitted shall have sufficient time to be received by the Purchasing Office prior to bid/proposal opening time. Late proposals will be returned to the bidder unopened. The receiving time in the Purchasing Office will be the governing time for acceptability of proposal. All proposals must bear original signatures and figures. Proposals received will not be publicly read aloud. Proposals will not be accepted by telephone, email, or fax machine. All questions regarding this ITB shall be submitted, by written request, for an interpretation or correction thereof to: Theresa Hernandez at t_hernandez@ci.lompoc.ca.us (t underscore) or faxed to (805) 735-7628. Questions must be submitted before 4:00 pm on March 27, 2024. The City of Lompoc is located where California Hwy 1 and Hwy 246 meet. Fifty-five miles Northwest of Santa Barbara and ten miles Southeast of Vandenberg Air Force Base. Rolling hills surround the Lompoc Valley in the north, south, and east. The Pacific Ocean is 9 miles to the west. The Santa Ynez River (dry most of the year) runs east to west through the valley. A chaparral forest with sandy soil, named Burton Mesa, runs to the north. Lompoc weather is broadly defined as a cool Mediterranean climate that is typical to most coastal areas in Southern California. In Lompoc, the summers are short, comfortable, dry, and mostly clear and the winters are cold, wet, windy, and partly cloudy. Over the course of the year, the temperature typically varies from 40F to 72F and is rarely below 32F or above 82F. The City of Lompoc Parks and Recreation Division is soliciting proposals from qualified bidders to furnish and install safety netting along the baseball's right-field fence-line. This project will be funded by Community Project Funding (HUD) Grant No. B-23-CP-CA-0096. It is subject to state and federal rules & regulations pertaining to HUD as well as Minority Business Enterprise/Women Business Enterprise (MBE/WBE) and the Davis Bacon-Wage Act. The purpose of this Request for Proposal (RFP) is to generally describe the work desired by the City of Lompoc and to invite qualified persons or firms to submit written descriptions and other information of their qualifications and price proposed for providing that work. The City will award this contract based on the Lowest Responsive and Responsible Bidder: The bidder who fully complies with all the bid requirements and whose past performance, reputation, and financial capability is deemed acceptable, and who has offered the most advantageous pricing or cost benefit, based on the criteria stipulated in this bid package. The City of Lompoc is looking for qualified applicants to furnish all labor, materials, equipment, tools, and services to provide and install 135 feet of 12' high baseball netting along the right-field fenceline. 1. Install baseball netting 12' high x 135' long, 10' above existing chain link fence and 2' below existing. 2. The new posts and nets will run along existing chain link fence (clf) and +/- 5 feet from the existing clf pole. 3. New posts are to be placed 10 feet on-center, and placed inside the fence, not on the sidewalk. 4. Install netting per manufacturer's approved installation instructions or structural/civil engineer's approval. 5. Winning bidder will work with the City of Lompoc to coordinate work dates and times so as not to interfere with local baseball programs, or to minimize the impact to these programs. a. The Contractor is to provide administrative, management, and related services as required to coordinate the procurement, delivery and installation of safety netting in accordance with the City's objectives for cost, time, and quality. The Contractor is to administer all general conditions and manufacture support activities on behalf of the City. b. Contractor is responsible to provide a complete installation of new safety netting including all labor, materials, tools, supervision, and equipment necessary to complete the Work. Restroom facilities are available onsite. c. Ensure all elements are safe and meet and/or exceed all federal, state, and City guidelines. d. Provide the costs of delivered materials as they will be priced at the time of installation. The costs must be inclusive of all equipment structures, components, and hardware. e. Consult with the City over any interpretations of the meaning and intent of the plans and specifications and assist in the resolution of questions that arise. f. Contractor's price includes: (1) All taxes associated with this scope of work; (2) All salaried and field personnel required to complete the work; (3) All permits required for this work; and (4) Contractor acknowledges that multiple mobilizations may be required and has accounted for all costs in the lump sum price. g. Contractor is responsible for all material handling required to perform this scope of work. h. Contractor shall coordinate delivery of material with the Project Schedule and the City. i. Contractor shall properly store all materials and equipment per the manufacturer's recommendations in the event that materials or equipment are delivered prematurely. j. Contractor is responsible for all field measurements required to complete all installations. k. Contractor is responsible for all layout required to complete all installations. l. Any waste and excess materials shall be disposed of by the Contractor in a safe manner conforming to all Federal and State Occupational and Environmental Laws and Regulations. PROJECT COMPLETION TIME. The project is expected to be completed within twenty (20) working days. Working days may be adjusted due to availability of materials.
