The Town of Swanzey (the Town) is seeking Statements of Qualifications from professional engineering firms to complete a comprehensive facility and feasibility study on the West Swanzey Wastewater Treatment Plant. This study is funded by a Clean Water State Revolving Fund (CWSRF) loan Wastewater Infrastructure Project with a planning component, will need to meet all relevant requirements with guidance found here, and will have a total value of no more than $100,000. Professional engineering firms will be evaluated based on demonstrated competence and qualifications for the type of engineering services needed. The most qualified firm will be selected, subject to negotiation of fair and reasonable compensation in a final written Engineering Services Agreement. The Town of Swanzey reserves the right to reject any or all proposals or accept the proposal the Town deems to be in its best interest. The Town reserves the right to request more data or information, or a presentation in support of written proposals; however, the Town may award a contract based on the proposals received, without consideration of these added submissions. The Town further reserves the right to: o Not award a contract for the requested services; o Waive any irregularities or informalities in any proposals; o Accept the proposal considered to be the most beneficial to the public and the Town; o Negotiate and accept, without advertising, the proposal of any other company in the event a contract cannot be successfully negotiated with the selected firm; and o Retain products submitted by companies for their own use at its sole discretion.
