The County of Sonoma is pleased to invite you to respond to a Request for Proposals (RFP): Water System Operation and Maintenance Services. Sonoma County Public Infrastructure (referred to as the County) is in search of a qualified water system operations firm (hereinafter referred to as the Operator) to undertake the operation and maintenance responsibilities for five distinct water systems. This agreement is for a five-year term, with the possibility of two additional three-year extensions. Among these water systems, four are situated within County Service Area No. 41, encompassing Fitch Mountain, Freestone, Jenner, and Salmon Creek Zones of Benefit. Additionally, it is anticipated that West Water Company will be incorporated into County Service Area No. 41 within the next five years. Proposers will be required to submit any and all questions in writing per the schedule in order for staff to prepare written responses to all consultants. Questions will not be accepted by phone. The living wage rate required under the Countys Living Wage Ordinance (LWO) has increased. Effective January 1, 2024, the living wage rate required under the LWO shall be $18.10 per hour. The adjustment was adopted by the Countys Board of Supervisors on December 12, 2023, in accordance with Sonoma Municipal Code section 2-377(d). The County Department Head in consultation with the Purchasing Agent reserves the right, in their sole discretion, to take any of the following actions at any time before Board approval of an award: waive informalities or minor irregularities in any proposals received, reject any and all proposals, cancel the RFP, or modify and re-issue the RFP. Failure to furnish all information requested or to follow the format requested herein may disqualify the proposer, in the sole discretion of the County. False, incomplete, misleading or unresponsive statements in a proposal may also be sufficient cause for a proposals rejection.
