Each bidder is expected to inform himself fully of the construction and labor conditions under which the work will be performed, and will be presumed to have inspected the site and to have read and to be thoroughly familiar with the Contract Documents and Technical Specifications and Plans. Attention is directed to the Bid Form wherein either a blank space is provided for the bidder to enter the number of days within which he agrees to complete the work, or the completion time for the work is specified. The general contract for the construction of the proposed facilities will be entered into and payment made pursuant to the terms of the Contract Documents. The Standard Form of Agreement between Owner and Contractor and the General Conditions, as adopted by the Engineers Joint Contract Documents Committee, will be included in the Contract Documents. Unless it elects to reject all bids, Owner will have sixty (60) days in which to award the Contract from the date that the bids are to be received. A thorough analysis will be made of all bids submitted.
