Stormwater Support Services and continued oversight and compliance of the City's National Pollutant Discharge Elimination System (NPDES) General Permit No. CAS000004 Water Quality Order # 2013-0001-DWQ and Waste Discharge Requirements for Storm Water Discharges for Small Municipal Separate Storm Sewer Systems (MS4s) (Phase II Permit). The consultant selected will assist the City with the completion of specific tasks and deliverables identified in this RFP. The Municipal Separate Storm Sewer Systems (MS4) Phase II Permit issued by the State Water Resources Control Board (State Board) regulates stormwater and nonstormwater discharges from storm drainage systems owned and operated by municipalities that serve a population of 10,000 or more. The current Phase II Permit was adopted on February 5, 2013 and became effective on July 1, 2013. The Phase II Permit expired in 2018 with the direction to continue implementing requirements of the existing permit. Draft language for the new Phase II Permit is anticipated for release this year (2024) with possible implementation sometime in the year of 2025. The Consultant must provide a team that is capable of providing services that may be required under each area of the required Permit components. The Scope of Services identified below reflects the minimum tasks that will be required each year of the contract. In the scope of work submitted as part of the proposal, the Consultant shall expand upon the scope of services and identify the deliverables that will be produced under each task. The City is pursuing an initial five-year contract for these services, with the option to include two additional five-year extensions. Pricing will be re-evaluated for each fiveyear term.
