As of September 19, 2024, city has awarded a contract. The purpose of this RFP is to select a professional services firm to provide the City with a comprehensive space needs analysis to guide decisions about the amount, configuration, and type of space that will be ideally suited for a new Police Station to meet the needs of the Lake Forest community long into the future. As part of the space analysis, the selected firm will evaluate the suitability of a specific building that may be considered for adaptive reuse for a Police Station and provide the City with high level preliminary cost estimates for buildout of the space. The City has not acquired a building at this time however, general property and building parameters are provided in the background section of the RFP to establish a framework for the requested assessment. The selected firm will be provided with detailed information as it becomes available as specified in the RFP package. These services and the ultimate final report will be used as a key planning tool in the City Council's decision-making process going forward. It should also be noted that concurrently, the City, has issued a separate RFP seeking building and property assessment services for a yet to be identified building and property. The draft and final Building and Property Assessment report will be provided to the firm selected to conduct the space needs analysis. Coordination between the two firms will be encouraged on an as-needed basis. Space needs analysis services include, but are not limited to, a high level evaluation of the deficiencies of the existing Police Department space, identification of the types and sizes of spaces needed to meet the unique and varied needs of the Police Department in the short term as well as consideration of building in flexibility to meet future yet to be determined needs over the course of the next 20 years, a high level evaluation of how a specific building may be adaptively reused to meet the Police Department space needs, and a high level cost estimate or range building out the required spaces.
