Site work and paving for a mixed-use development in Concord, California. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
The scope of work generally consists of mobilization, traffic control, storm water pollution control, bypass pumping of sanitary sewer flows, open trench replacement of sanitary sewer mains, Pipe bursting of sanitary sewer mains, Cured In Place Pipe, sanitary sewer lateral disconnection and reconnection, manhole rehabilitation, concrete curb and gutter, concrete flatwork, pavement rehabilitation, utility cover adjustment to grade, traffic striping and markings, and all other work as specified in these Special Provisions and shown in the Drawings. The estimated construction cost for the project is approximately $12,200,000. The bidder's attention is directed to the "Project Stabilization Agreement," section of the special provisions regarding the requirement to enter into a Project Stabilization Agreement ("PSA") for City construction projects funded in whole or in part with City of Concord funds where the engineer's estimate or bid amount exceeds $750,000.00. The PSA also includes a Helmets to Hardhats requirement. A copy of the PSA is attached and incorporated by reference. The Contractor shall possess at least one of the following valid Contractor's licenses at the time the bids are opened: Class "A," General Engineering Contractor or Class "C-34," Pipeline Contractor or Class "C-42" Sanitation Systems Contractor. Further, only a contractor registered with the Department of Industrial Relations (DIR) to bid on public works contracts in California shall be permitted to submit a bid. Furthermore, only subcontractors registered with the DIR to bid on public works contracts in California shall be permitted to perform work or labor or render service under subcontract to the subject contractor. The Contractor shall have completed within the last five years a minimum of three Capital Improvement Program (CIP) projects for one or more public agencies; these projects shall involve work of similar type and complexity, each project valued at not less than $5,000,000. The Contractor may elect to receive 100% of payments due under the contract from time to time, without retention of any portion of the payment by the City, by depositing securities of equivalent value with the City in accordance with the provisions of Section 22300 of the Public Contract Code and with applicable City regulations. Such securities, if deposited by the Contractor, will be valued by the City's Finance Director, whose decision on valuation of the securities will be final.
