Task 1: Project Management: The consultant shall provide all efforts to manage all tasks in a cost effective, timely, and professional manner, including but not limited to, overseeing consultant efforts; attend kick-off meeting with SAWPA staff to solicit input and confirm approach and criteria; provide regular project status and invoices of appropriate detail and participate in (2) workshop with SAWPA staff to review findings and incorporate feedback. b.) Task 2: Audit: Data Review and Assessment: The consultant shall gather and review all pertinent documentation pertaining to the Sewer System Management Plan and compliance with WDR Order WQ 2022-0103-DWQ. SAWPA staff shall make themselves available to answer questions and deliver requested documentation or records. The Audit shall comply with the General Order and include at a minimum the following elements: o Evaluate the implementation and effectiveness of the Brine Line SSMP in preventing Spills; o Evaluate SAWPA compliance with WDR Order WQ 2022-0103-DWQ; o Identify SSMP deficiencies in addressing ongoing spills and discharges of waters of the State; o Identify necessary modifications to the Sewer System Management Plan to correct deficiencies. c.) Task 3: Draft and Final Audit Report: The consultant shall prepare a draft and final audit report of the findings as a result of Task 2. Consultant shall submit the draft report to SAWPA for review and incorporate comments. Then consultant shall submit to SAWPA for final review. The report shall be in the format of a technical memorandum. The future SSMP update in 2025 will document the implementation of the recommendations made in the Final Audit Report; Therefore the Final Audit Report must meet all standards of the Internal Audit Report described in WDR Order WQ 2022-0103-DWQ. The Draft and Final Report will include at a minimum: o Audit findings with recommended actions; o A statement that sewer system operators' input on the audit findings has been considered; o A proposed schedule for SAWPA to address identified deficiencies. o Create a template for future internal audits that comply with these requirements.
