The scope of the project is to rehabilitate the gate entry and exit operating system at the Appalachian Regional Airport located outside of Varney, West Virginia. The Base Bid consists of installing an electrical gate operator system, main gate security entry and exit system, and pedestrian gate security entry and exit system. Deductive Alternate No. 1 is the removal of the interior main gate exit system from the Base Bid. Additive Alternate No. 1 consists of installing a new vehicle detector loop system. The project will also include mobilization and any other appurtenances required for a complete project detailed by the plans and specifications prepared by Chapman Technical Group. The bid prices shall include the costs for furnishing labor and materials and performing all work set forth in the Advertisement for Bids, Information for Bidders, Form of Proposal, Standard General Conditions of the Construction Contract, Supplemental General Conditions and Detail Specifications and Drawings prepared by Chapman Technical Group. Immediately following the scheduled closing time for the reception of bids, all proposals which have been submitted in accordance with the required provisions will be publicly opened and read aloud. The Mingo County Airport Authority reserves the right to reject any and all bids. Construction Time Limits - The Contractor will be required to achieve Substantial Completion within 60 calendar days and final completion and readiness for final payment within 90 calendar days of the effective date of the Notice to Proceed. Liquidated damages will be $400.00 per day for each day after the expiration of the construction time. Bids shall be accompanied by a certified check or bid bond payable to the Mingo County Airport Authority, Williamson, West Virginia, in an amount not less than five percent (5%) of the total amount of the Base Bid and Additive Alternates.
