Renovation of a detention facility in Linden, Alabama. Completed plans call for the renovation of a detention facility.

***As of September 12, 2024. Project has been awarded to Assurance Service Group, Inc but award amount is not available at this time. The primary objective of this project is to repaint and repair various surfaces within the Marengo County Detention Center. This will include all floors, walls, ceilings, steel fixtures and doors including the upper- and lower-day space and staircases as well as the maximum-security area. Surface Preparation should include thoroughly cleaning all surfaces to remove dust, dirt, rust, grease and oil. Repair any visible damages, cracks, or imperfections on the walls, ceilings, steel and floors. Prime all surfaces as needed to ensure proper adhesion of the paint. Painting should include application of a high-quality, low-VOC paint that meets all safety and environmental standards. Implementing proper painting techniques to achieve a smooth and uniform finish on all surfaces. Applying multiple coats as necessary to ensure a long-lasting, durable and resistance to wear and tear finish. Applying an oil-based primer along with an enamel-based finish on all raw steel. Finishing floors with an enamel-based finish made for floors. All block walls and ceilings should receive commercial level latex paint. Restoration and Resurfacing should be completed using Belzona 1212 or equivalent, which is a two-component epoxy-based composite material used for repairing metals, concrete, glass and even some plastics. Belzona 1212 requires professional installation with a multi-part process that will be required to fix rust holes in steel, chips in concrete, along with other applications. All bidders must comply with the President's Executive Order Number 11246 which prohibits discrimination in employment regarding race, creed, color, sex or national origin. All bidders must comply with title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act and the Contract Workhours Act. The attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Section 109 and E.O. 11246. The Owner reserves the right to waive any informalities, or to reject any or all bids, and to award the contract to the lowest, most responsive and responsible bidder. All bidders must comply with requirements of the Contractors Licensing Law of the State of Alabama and be certified for the type of work on which the proposal is submitted. Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Information for Bidders.No prices shall include State or Federal Excise taxes. Guarantee will be required with each bid for at least 5% of the amount of the bid filed in the form of a certified check, Bid Bond, or irrevocable Letter of Credit acceptable to the owner payable to the Marengo County Commission. Bid Bonds shall include certification that the bonding company is listed in Circular 570 of the U.S. Treasury Department. The name, address, telephone number, and contact person for the bonding company shall also be included. No bidder may withdraw his bid within 30 days after the opening thereof. Bids may be held by the Owner for a period not to exceed sixty (30) days from the date of opening of bids for the purpose of reviewing the bids and investigating the qualifications of the bidders prior to awarding the contract. This project is being funded in part by CDBG Project No. CV-NC-20-011. The successful bidder will be required to submit 100% performance and payment bonds or an irrevocable Letter of Credit which is acceptable to the Owner. All bonds and letters of credit shall be for 100% of the contract price. Attention of Bidders is called to the license required by Title 34, Chapter 8, of the code of Alabama, 1975, and amendments thereto, relating to the licensing of General Contractors. No bid will be accepted from anyone, except a qualified Contractor, licensed by the State Licensing Board for General Contractors, unless otherwise required by the State Licensing Board. All bids shall be submitted in a sealed envelope bearing on the outside the name of the Bidder, Bidders license number, license expiration date, category, address and name of the project.
