The Narragansett Bay Commission (NBC) solicits Statements of Qualifications (SOQ) from firms (Consultant) interested in providing professional engineering support services to perform a Study and Report Phase Condition Assessment of all existing assets within the defined boundaries of the Field's Point Wet Weather Treatment Facility located at Two Ernest Street, Providence, RI. The initial authorization for this assignment will be limited to Study and Report Phase Condition Assessment services. If the NBC is satisfied with the selected Consultant's completed condition assessment services, the NBC may, at its discretion, elect to extend the Contract to provide further Planning as well as subsequent Design and Construction Phase Engineering Services, including updates to or creation of an Operations and Maintenance Manual, Record Plans, Facility Plan Amendment, or related documents. This Request for Qualifications (RFQ) describes the project, anticipated scope of services, NBC requirements, and information that must be included in the submitted SOQ. Respondents should submit Statements of Qualifications that include all required elements of this solicitation. Failure to submit information in accordance with all RFQ requirements and procedures may be a cause for disqualification. The NBC shall select a Consultant in accordance with the Rhode Island Infrastructure Bank (RIIB) State Revolving Fund Guidelines and other federal guidelines to ensure that this project can be funded through the United States Environmental Protection Agency (USEPA) Water Infrastructure Finance and Innovation Act (WIFIA) Program and the Clean Water State Revolving Fund (CWSRF) Program administered by the RIIB and Rhode Island Department of Environmental Management (RIDEM). NBC shall review all SOQ's, rate the respondents, and then negotiate a detailed scope of work and compensation agreement with the highest qualified respondent. The selected respondent should be prepared to submit a detailed scope of work and cost proposal within ten business days after notification of being selected as the highest-rated respondent for the project. If an agreement cannot be reached with the highest-rated respondent, NBC will then negotiate with the next highest-rated respondent. The selected Consultant shall provide traditional multi-disciplinary wastewater engineering services appropriate to the project such as, but not limited to, assessment, planning, design, permitting, regulatory coordination, bidding assistance, construction administration, start-up and commissioning services, operator training, testing assistance and limited inspection support services. It is anticipated that the projected sequence of work will follow a traditional planning design-bid- build format, with additional services as needed. It is expected that the Consultant shall complete all needed services in a timely manner and in accordance with the project's mutually agreed upon work schedule. It is the intent of this solicitation that a consistent quality of experienced professional services be provided throughout all phases of the project. The purpose of this project is to perform a comprehensive condition assessment of the existing assets included within the defined area of the FPWWTF Wet Weather Facility (Appendix Figure A-1), and provide recommend improvements with planning-level implementation costs. A project schedule shall be included in the Respondent's SOQ describing the time frame necessary to complete the project. The schedule shall show the anticipated start and end dates for each task and subtask, as appropriate, from the start of the project to final completion. A start date of July 1, 2024 should be assumed for project scheduling purposes. As appropriate, the respondent shall also identify factors which may delay or affect the timely completion of any of the tasks. A list of proposed outputs and deliverables shall also be provided. At is the policy of NBC that minority business enterprises, as defined in RIGL 37-14.1-3 and 37- 2.2, be given the maximum opportunity to participate in the performance of the work being procured. The NBC has established a goal to make all efforts to allocate fifteen percent (15%) of the contract value for Rhode Island certified MBE/WBE participation, where it has been determined that subcontract opportunities exist and certified MBE/WBE contractors are available. Of that fifteen percent (15%), minority business enterprises (MBE) owned and controlled by a minority owner, as defined in 37-14.1-3, shall be awarded a minimum of sevenand one-half percent (7.5%), and minority business enterprises owned and controlled by a woman (WBE) shall be awarded a minimum of seven- and one-half percent (7.5%). MBE/WBE's are encouraged to participate as prime consultants, individuals, subcontractors, partnerships and joint ventures. The respondent shall indicate in the SOQ if this goal will be met and provide the names of any MBE/WBE firms that will be part of their team and their respective percent participation. Should a firm be selected and not meet this goal, a written explanation as to why the goal could not be met will be required. Provide a statement indicating whether or not the firm will meet NBC's goals. If the statement is not provided the respondent's SOQ will be deemed nonresponsive. An informational meeting will be held on March 26, 2024, at 9:00 A.M. local time at the NBC Corporate Office Building, Main Conference Room, One Service Road, Providence, RI 02905. Written questions received by 4:00 PM local time on April 5, 2024 will be responded to in writing (via email) to all firms issued RFQs. All correspondence shall be sent to Dr. C.J. Spellman, P.E., Principal Environmental Engineer, at cspellman@narrabay.com. Only questions answered by formal written addenda will be binding. Oral and other clarifications or interpretations will be without legal effect. Addenda will be emailed to all parties who have requested a copy of the RFQ. Respondents shall submit six (6) copies of the Qualification Statements. In addition, respondents shall include a USB flash drive containing an electronic PDF version of their submittal as a single searchable file. The NBC reserves the right to reject any and all SOQs, and subsequent Proposals, for what it considers to be in the public interest to do so. Furthermore, the RFQ does not commit the NBC to pay any costs incurred by the consultant in association with the preparation, submittal and management of their Statement of Qualification packages (including development of subsequent Work Scopes, Price Proposals, negotiations and carrying out interview presentations, if any) and does not commit the NBC or the State of Rhode Island to procure or contract service. The NBC may reject every SOQ, and subsequent Proposal, which does not comply with this RFQ, which is incomplete, conditional, obscure, or which contains any addition not called for, or which does not include the State of Rhode Island MBE/WBE Compliance Statement, and which does not include the Debarment Certification. The method of Contractor Selection has not been Determined at this time.
