This is a turn-key project. All aspects of design and build, project management, supervision, procurement of materials and equipment, labor, all job-related incidental work, and the securing of all required permits, notifications, and/or inspections, including fees for such permits, notifications, and/or inspections, shall be the sole responsibility of
the Design-Builder. The Design-Builder shall provide all engineering and design services necessary for the execution of this project. Design-Builder shall, during the pre-proposal job walk, inspect the work site, and identify existing conditions that may affect the execution of this scope of work Offerors should carefully read the entire RFP documents. Proposals must comply with all instructions herein provided and must be submitted with a completed and signed Proposal Form, a copy of which is provided hereto as Appendix D. Interested parties should register with the PM/CM (as defined in Section 1.2 below) with copy to the Contracting Officer by Friday, March 1, 2024. \Written questions regarding this RFP may be submitted via email to the PM/CM with copy to the Contracting Officer by 4:00 p.m. Hawaii Standard Time ("HST") on Friday, March 15, 2024
Offerors are encouraged to submit written questions pertaining to the RFP. Impromptu
(unwritten questions) are permitted and verbal answers will be provided at the preproposal
conference and other occasions but are only intended as general direction and will not
represent official HCC position.
Questions must be submitted in writing via email to PM/CM, with a copy to the Contracting
Officer. All written questions will receive an official written response from HCC and
become addendums to the RFP. The only official position of HCC is that which is stated
in writing and issued in the RFP as addenda thereto. No other means of communication,
whether oral or written, shall be construed as a formal or official response/statement, and
may not be relied upon.
