The successful Proposer will provide HTFC with Property Maintenance and Limited-Scope Residential Repair Construction Services. Proposers should have at least five years of prior experience providing expert level advice on CDBG-DR funding regulations and disaster recovery program administration. The Scope of Services to be provided may include, but may not be limited to, the following: o Providing the following Property Maintenance services at the all-inclusive (labor and materials) rates: o Landscaping: Provide all labor and equipment necessary for the performance of lawn care, maintenance, and seasonal leaf removal services as directed by the HTFC Project Manager. o Snow Removal: Provide all labor and equipment necessary for the removal of snow from the following portions of the properties: public sidewalks and walkways adjacent to the properties, common areas on the properties, and other areas of the properties as are necessary for the safety of passerby and visitors to the properties and/or as directed by the HTFC Project Manager. o Pest Control: Provide all labor and equipment necessary for the performance of baiting, trapping, and removal of small pests and vermin from the properties as requested and/or confirmed by HTFC Project Manager. HTFC seeks Property Maintenance and Limited-Scope Residential Repair Construction Services to assist with RHC's Buyout and Acquisition program in maintaining the remaining properties owned by HTFC in connection with its administration of HUD CDBG-DR funds appropriated by the Disaster Relief Appropriations Act, 2013 (Pub. L. 113-2). This request for proposals (RFP) is issued in accordance with HTFC's Procurement and Contract Guidelines and in compliance with Section 2879 of the New York State Public Authorities Law. The Property Maintenance and Limited-Scope Residential Repair Construction services are detailed in the Scope of Services Section of this RFP. Respondents to this RFP should thoroughly review the New York State Action Plan for Community Development Block Grant Disaster Recovery and all amendments thereto, as well as all Federal Register notices related to the CDBG-DR funds.
