This notice is not a solicitation as defined by FAR 2.101, therefore it shall not be construed as a commitment by the government to enter into a contract, nor does it restrict the government to an acquisition approach. All information contained in this Request for Information (RFI) is preliminary as well as subject to amendment and is in no way binding on the government. Information submitted in response to this notice is voluntary; the government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the government. The government is requesting that restrictive or proprietary markings not be used in response to this notice. If a solicitation is released, it will be synopsized in the Federal Contract Opportunities website or General Services Administration (GSA). It is the responsibility of the interested parties to monitor these sites for additional information pertaining to this RFI. 1. Title: Replace Existing Door Hardware - MEDVAMC. 2. Purpose: The Network Contracting Office (NCO)-16 in support of the Michael E. DeBakey Veteran Affairs Medical Center (MEDVAMC) hereby issues the following Request Information (RFI) announcement only. This is NOT a solicitation announcement. This RFI is to seek contractors with the capability to provide inspection, testing, and maintenance service for the electrical distribution system including all labor, material, and equipment in accordance with the draft Statement of Work. The Government is requesting responses from contractors with the capability to provide these services at the Houston MEDVAMC. The applicable North American Industry Classification code for this procurement is 811310 and the business size standard is $12.5M. The list of related equipment related to these services can be found within the provided draft SOW and listed below: Service # Description Qty 1. The contractor shall provide all material, labor, supervision, and equipment to replace the door hardware on the Operating Room Suite per the Statement of Work. All work is at the Michael E. DeBakey VA Medical Center, 2002 Holcombe Blvd, Houston TX 77030 1 JOB 3. Objective: To find qualified and certified contractors with the capability to provide services to the government requirement. Please see the attached draft Statement of Work. 4. Place of Performance: Michael E. DeBakey Veterans Affairs Medical Center (MEDVAMC) 2002 Holcombe Blvd. Houston, Texas 77030-4298 5. Responses Requested: The MEDVAMC requires the following questions answered in this RFI: Answers that are not provided shall be considered non-responsive to the Request for Information and the contractor shall not be considered as part of the market research. Please provide evidence of your company s capability in order to be determined capable of providing this service. Evidence can be submitted through resumes and certificates of training. a. Does your company possess the capability to provide the government-required services per the statement of work to include but not limited to: 1. Prime Contractor must have Five (5) years experience in Door and Access Control Installation and Maintenance, having properly trained and licensed permanent staff required to perform the proposed work. Critical Life Safety Doors (i.e. the installation, repair, testing, and maintenance of industrial and commercial doors) shall be the primary interest/specialty of the Contractor s business. 2. Contractors must have and provide all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E. Prior to initiating work, Contractor shall provide documentation that all instruments, test equipment, tools and PPE. 3. The contractor must provide a detailed quality assurance plan to include 1. QC organization 2. Qualifications 3. Duties, responsibilities, and authority of QC personnel 4. Outside Organizations/Subcontractors 5. Submittal Procedures & Initial Submittal Register 6. Documentation Procedures. b. Has the contractor provided similar services The contractor must provide in their capability statement a list of active contracts for commercial, federal, state, and local governments. The listed contracts shall provide communication on the Government requirement illustrating the capability for comparison. c. Is your company available under any Government-Wide Agency Contract (GWAC), General Services Administration Schedules (GSA), Indefinite Delivery Indefinite Quantity (IDIQ), and/or Blanket Purchase Agreement (BPA) If so, please list the contract number and a brief summary of the products and services provided. d. Contractor shall also provide their point(s) of contact name, address, telephone number, and email address; and the company's business size, and Data Universal Numbering System (DUNS) Number. e. Is your company considered a small business concern, SB, SDVOSB, VOSB, HUBZone, or 8A concern, with the requisite 811310 NAICS code Please provide proof of qualifications. 6. Opportunity/Market Pricing: The MEDVAMC is seeking information from potential vendors on their ability to provide the required items/equipment. THIS IS A SOURCES SOUGHT REQUEST FOR INFORMATION (RFI) ONLY. Small Business concerns are encouraged to provide responses to this RFI in order to assist the MEDVAMC in determining potential levels of competition and general market pricing available in the industry. Contractor shall provide answers to all questions requested and shall possess the capability to provide all requirements and objectives per the DRAFT STATEMENT OF WORK. Instructions and Response Guidelines: RFI responses are due by March 26, 2024, at 12:00 pm (Central Standard Time); size is limited to 8.5 x 11 inches, 12-point font, with 1-inch margins in Microsoft Word format via email to frank.sanders1@va.gov. Telephone requests or inquiries will not be accepted. The subject line shall read: RFI 36C25624Q0631 - Replace existing door hardware MEDVAMC. NO SOLICITATION EXISTS AT THIS TIME. There is no page limitation on subparagraphs 5(a) - 5(e). Please provide the information you deem relevant to respond to the specific inquiries of the RFI. Information provided will be used solely by MEDVAMC as Market Research and will not be released outside of the MEDVAMC Purchasing and Contracting Team. 7. This RFI/Sources Sought is issued solely for market research purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. If a solicitation is released, it will be synopsized in the Contracting Opportunities website or GSA. It is the responsibility of the interested parties to monitor these sites for additional information pertaining to this RFI, or future solicitations. 8.
