Site work and paving for a mixed-use development in Waukesha, Wisconsin. Conceptual plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; road / highway; and road / highway.

The City of Waukesha Parks, Recreation & Forestry Department is soliciting proposals for planning, consulting, and design services, for design of a signage/wayfinding system for the multi-use trails throughout the City including both on-road and off-road, review of an onstreet bicycle route, and coordination of all parties involved. The project is described in the “Scope of Services” section. The design of the multi-use trail signage/wayfinding and all associated components should follow the latest version of the Wisconsin Bicycle Facility Design Handbook, as well as be consistent with the Americans with Disabilities Act Accessibility Guidelines, State and Federal requirements, City of Waukesha Standard Construction Specifications and NACTO Urban Bikeway Design Guide. The scope of this project consists of reviewing existing on-street bicycle routes, and developing and designing a city-wide wayfinding system for bicycles and pedestrians. Scope of Work – 2 Core Goals The scope of this project consists of reviewing existing on-street bicycle routes, and developing and designing a city-wide wayfinding system for bicycles and pedestrians. Goal 1: Review existing and proposed on-street bicycle routes. • Review and make recommendations, as needed. • Specifically review the connection options between the New Berlin Trail and theGlacial Drumlin Trail. • Upon request, the City can provide traffic count data. Review existing trailheads and signage, etc. as part of Goal 2. • Coordinate with various City Departments such as Parks, Recreation & Forestry, Engineering and Community Development. • Coordinate with outside entities as necessary, such as Carroll University, and Union Pacific Railroad Company, etc. • Provide preliminary cost estimates for recommended improvements, and the required design and installation, and a timeline for proposed improvements. Goal 2: Design & layout of signage for a city-wide bike-ped wayfinding system. • Design will include: o General design of the signs, including any logos or images. o Font and text size and font style. o Materials and Colors. o Types of Posts – material and size. o Mileage markers. o Size of the signs. o Information to be included. o Maps and Educational/Interpretive elements. o Layout and placement of signs on the streets, sidewalks and trails. o Standards for installation. o Cost estimates for the signage materials, both fabrication and installation. o Identify necessary permits and approvals. The Selected Firm will: • Review relevant local, state and federal regulations and policies for their impact on the proposed trail and trailhead(s) construction. • Use the City of Waukesha Bicycle and Pedestrian Facilities Plan (by others) as guiding document in the various tasks and processes, updating the plan as necessary. • Review on-street routes, making recommendations where relevant. • Develop/design signage/wayfinding design. • Work directly with City Staff to lead coordination efforts of the project. • Provide detailed construction drawings and specifications. • Create a detailed plan of the signage and wayfinding installation, including utilities, existing improvements, easements, etc. in City’s AutoCAD Civil 3D format. • Assist City Staff with community engagement and outreach with key stakeholders (Waukesha Bike Alliance, Rails-to-Trails Conservancy, Route of the Badger, etc.). • Assume one (1) presentation to general public, one (1) presentation to the City Common Council, one (1) to the Parks, Recreation and Forestry Board, and one (1) the Buildings & Grounds Committee, and meetings with key stakeholders as necessary. All questions are due no later than 10:00 am Tuesday, April 22, 2025. Responses to the questions will be emailed by Thursday, April 24, 2025 to all proposal holders of record. If any addendum is issued for this RFP, it will be emailed to all proposal holders of record by Friday, April 25, 2025. The City reserves the right to cancel or amend the RFP at any time.
