The City of Doraville has issued this Request for Proposal for the purpose and intent of obtaining proposals from interested and qualified Offerors for the purpose of contracting for Professional Building Department Management, Building Inspection, and Plan Review Services. The work proposals shall be divided into the following tasks: 2.1 Building Department Management Applicants are to staff and manage the Building Department for the City of Doraville. Building services are housed within the Community Development Department under the supervision of the Director of Planning and Community Development. The City of Doraville has an active commitment to customer satisfaction. A full range of services is expected, with close coordination and cooperation with the City's Code Enforcement Officer's, Public Works and Police Departments, as well as DeKalb County's Fire Marshal's Office and other County departments as appropriate. Building Inspections Offerors are expected to perform all building inspection services offered by the City of Doraville, including inspections performed as part of the following: Land disturbance permits Commercial and residential building permits Issuance of Certificates of Occupancy (COs) Erosion control inspections Stormwater and other utility inspections Life safety inspections for Occupation Tax Certificates (OTCs) Plan Reviews Applicants are to perform all plan reviews required as part of building and permitting services offered by the City of Doraville. This includes, but is not necessarily limited to: Land disturbance permits Commercial and residential building permits Tree protection plans Tree removal permits Stormwater and other erosion control plans The City of Doraville is a community of approximately 10,500. Doraville currently covers approximately five square miles. The City limits last expanded in 2014 with a large annexation of mostly industrial and commercial properties from Unincorporated DeKalb County. The City is ethnically diverse and cherishes its multicultural character, with populations from many Asian, Central, and South American countries. The City was, and remains, approximately seventy-five to eighty percent commercial, with several large commercial corridors and expansive areas of warehouse, manufacturing and petroleum uses. Several areas of the City are undergoing redevelopment from industrial and commercial to mixed-use to include residential, commercial, and industrial uses all within the same development project. The City of Doraville is requesting proposals from qualified consultant firms to manage all building services for the City, including building inspections and all plan reviews. The City expects to enter into a three (3) year contract for services (January 1, 2025 to December 31, 2028), with the option to extend the contract in one (1) year increments for up to three (3) additional years. Offerors must clearly understand that the only official answer or position of the City will be the one stated in writing and that answers will be sent to all Offerors. Firms are advised that from the date of release of this RFP until award of the contract, NO contact with City personnel or City officials is permitted, except as authorized by the contact person listed above. Any such unauthorized contact will result in the disqualification of the firm's submittal. Addendum Issued for Pre-Proposal Questions: April 12, 2024. All addenda, notices, responses, etc. will be posted electronically. Selection Committee Recommendation: May 17, 2024 City of Doraville Council Award: June 12, 2024 Contract(s) Execution: July 1, 2024 The City is using the Competitive Sealed Proposals method of source selection for this procurement. An award, if made, will be made to the Offeror whose proposal is most advantageous to the City, taking into consideration the factors set forth in this RFP. The City reserves the right to adjust this timetable as required. No payment/performance bond is required. To ensure a fair review and selection process, firms submitted qualifications are specifically requested not to make other contacts with City of Doraville staff or City Council regarding this request. The City reserves the right to accept or reject in whole or in part any or all proposals submitted. The City shall reject the proposal of an Offeror that is determined to be nonresponsive. The unreasonable failure of an Offeror to promptly supply information in connection with respect to responsibility may be grounds for a determination of nonresponsiveness.
