The Town of Chelmsford, Massachusetts (the Owner) invites qualified bidders to provide written responses for Selective Abatement at Chelmsford High School. This Invitation for written responses is issued in accordance with and subject to MGL c. 149 - Building Construction Contracts for projects estimated to cost between $10,000 and $50,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The Town of Chelmsford reserves the right to reject any and all bids and to waive any informality in the bid process. All requests for interpretation of bid documents may be submitted in writing via email addressed to John Vaz at john.vaz@efiglobal.com and Matthew Schweitzer at mschweitzer@chelmsfordma.gov no later than Friday 03/29/2024 by 4:00 pm. Each bidder shall be fully familiar with the existing conditions and limitations that may affect the execution of the work under this contract. The failure or omission of the bidder to receive or examine any form, addendum, or document or become acquainted with the conditions at the construction site shall in no respect relieve the bidder from any obligation contained in the contract or bid. All requirements in the written scope of work including the Bid Packages and Work Plans are at a minimum. Bidders shall comply with the full intent of these written scopes of work and wherein they deviate from the written scopes of work, bidder shall so state. These scopes of work are not intended to eliminate or restrict any reliable Contractor, but rather to protect the Owner from inadequate workmanship. The Bid Package dated 03/20/2024 and Work Plan dated 03/13/2024 for this project are issued by EFI Global are at a minimum and the contractor is required to meet these standards and requirements. The contract will be awarded to the most responsive and responsible bidder quoting the lowest price. Contract will be awarded no later than 04/17/2024. Failure of the Contractor to furnish Proof of Insurance or failure to comply with the conditions for entering into this agreement with the Owner within five (5) business days shall be just cause for cancelling the Award. Work shall begin as soon as the contract is signed and required notifications are satisfied. The intent is that work at the site is to commence on 06/03/2024 for phase 1 (2nd Shift) and 06/21/2024 for phase 2 (1st Shift). Schedule to be confirmed with the Facilities Manager. All work is to be in conformance with M.G.L. c. 149 - Building Construction Contracts.
