Upper Llagas Creek Flood Protection Project Phase 2B Reach 6, Reach 7B, Portion of Reach 8, and Reach 14 Q&A Deadline 06/17/2024 5:00 PM (PDT) A. Project Description 1. The Project scope includes the following: a. Full compliance with federal, state, and local laws, ordinances, permits, as required to construct the Project; b. Full compliance with the terms and conditions of various Resource Agency permits obtained for the Project; c. Furnish a licensed biologist and licensed geologist as required for the Project; d. Provide an arborist certified by the International Society of Arboriculture (ISA) to oversee tree pruning and removal operations; e. Compliance with NPDES General Permit, including SWPPP preparation, and installation and maintenance of Best Management Practices (BMP's); f. Implementation of an excavated materials management plan for lawful disposal of soil, including but not limited to soil stockpiling, soil testing and water quality testing. g. Proper excavation, handling, and legal disposal of contaminated materials, potentially naturally occurring asbestos containing materials, including hazardous materials, if encountered; h. Control of water, including the design, implementation, and maintenance of dewatering facilities; i. Mobilization, including, but not limited to the installation of fully operational temporary trailers/office facilities; j. Demobilization, including, but not limited to the removal and/or legal disposal of all temporary facilities; k. Support Public Outreach efforts; l. Implement and maintain public safety measures, including, but not limited to installation of temporary fencing at the perimeter of the work areas; m. Clearing and grubbing within the Project limits, including demolition, the removal of trees, vegetation, concrete, and other miscellaneous items; n. Surveying, grade control, and construction staking; o. Construction instrumentation and monitoring; p. Abandon existing structures and/or removal or demolition, and legal disposal of miscellaneous structures; q. Construct the Hale Avenue Restoration improvements from approximately 300 feet north of West Main Avenue (C-Line-1 Sta. 321+25+-) to approximately 300+- feet north of Hillwood Lane; r. Excavation and general fill, at varying slopes, and removal and replacement of unsuitable material; s. Hauling and legal disposal of materials; t. Constructing and surfacing aggregate base maintenance roads; u. Constructing and surfacing asphalt pavement roads and trails; v. Street reconstruction as required to construct the Project; w. A C-57 licensed contractor shall conduct all subsurface drilling and abandonment of existing wells, including monitoring wells as shown within the Project limits; x. Modifying and constructing storm drain outfalls and connections of existing and new storm drain culverts, including drop/curb inlets and outlets; y. Provide all the necessary traffic control, traffic control signage, devices, etc. as required for temporary road work, including closures; z. Install temporary pedestrian detours, including all materials, concrete, fencing, signage, as required to safely detour pedestrians; aa. Construct and install temporary driveways, etc. to private residents and local businesses to maintain ingress-egress at all times throughout the Project as required to complete the work; bb. Furnishing and Installation of permanent fencing, bollards, and gates; cc. Construction and installation of cast-in-place high flow bypass double box culverts; dd. Construction and installation of new box culverts and Reinforced Concrete Pipe (RCP) at creek tributaries to facilitate creek improvements, including maintenance road crossings; ee. Box culvert modifications and new box culverts at various street crossings within the "Improvement Areas at XXX"; ff. Cast-in-place reinforced concrete structures including, but not limited to weir inlet structure, high flow bypass double box culvert, high flow bypass double box culvert access structure, transition structures, wing walls, culvert access structures, culvert inlets, and culvert outlets; gg. Fabricating, furnishing, and installing trash racks, grating, railing, and other miscellaneous metal items; hh. Replace or install various concrete driveways, sidewalks, curbs and gutters; ii. Existing bridge culvert structural modifications; jj. Furnishing and Installation of rock slope protection; kk. Utility coordination and relocations including, but not limited to potable water line facilities, sewer facilities, overhead and underground electrical facilities, telecommunication lines/facilities, and storm drain facilities; ll. Coordinate work activities with various utility companies or owners needed to relocate their facilities, including the City of Morgan Hill as required for the Project; mm. Non-native (invasive) plant control shall be conducted by a Contractor or Subcontractor with a current California Pesticide The scope of Work is comprised of 3 Milestones: a. Milestone # 1 (Flood Protection Completion): Complete all work within Llagas Creek and its tributaries (within "waters of the U.S.") within 800 calendar days from the First Chargeable Day of the Contract. b. Milestone #2 (Substantial Completion): Completion of all civil work, including aggregate maintenance roads, permanent fencing, utility installation and relocations, Hale Avenue Improvements, mitigation and landscape plant installation with operational irrigations systems within 925 calendar days from the First Chargeable Day of the Contract. c. Milestone #3 (Project Completion): Completion of the Project, including the three-year mitigation planting establishment and maintenance period, by 2,020 calendar days from the First Chargeable Day of the Contract. The estimated cost of the Project is between $90M to $95M *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
