Separate sealed BIDS for the construction of Village of Norris City - Watermain Replacement Phase IV & Raw Watermain Repair - Contract A The Village of Norris City (Grantee) will receive bids for a watermain replacement project located in White County, IL. Bids are invited upon the several items and quantities of work as follows: Grantee will receive $1,235,550.00 in Community Development Block Grant (""CDBG"") Public Infrastructure grant funds and approximately $194,000.00 in IEPA funds to construct approximately 8,350 lineal feet of 6-inch water main replacements, and all related appurtenances, in four (4) project areas located throughout the corporate limits of the Village of Norris City in White County; and to construct approximately 920 lineal feet of 12-inch raw water main replacements in three (3) locations east of Norris City in unincorporated White County. This project is funded in whole or in part with grant funds from the Community Development Block Grant (CDBG) program. Attention is called to the fact that 1) not less than the Federal prevailing wages as set forth in the Contract Documents must be paid on this project; The work to be performed under this contract is subject to the requirements of Section 3, 24 CFR Part 75; and 3) The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. Any Contract or Contracts awarded under this Advertisement for Bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (IEPA) and a grant from the Community Development Block Grant (CDBG) funded by the US Department of Housing and Urban Development (HUD) awarded through the State of Illinois' CDBG program and will be subject to Davis Bacon Labor Standards and Section 3 requirements. Neither the State of Illinois nor any of its Departments, Agencies, or employees is or will be a party to this Advertisement for Bids or any resulting Contract. This Procurement is also subject to Loan Recipient's Policy regarding the increased use of Disadvantaged Business. The Loan Recipient's policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the Specifications. The Village of Norris City reserves the right to reject any or all Bids or to waive any informalities in the bidding. A certified check or bank draft, payable to the order of Village of Norris City, a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total Bid shall be submitted with each Bid. A payment and performance bond is required in connection with this project, said bond shall specifically provide that the Principal must pay all sums of money due or to become due for any labor in accordance with the Federal Davis-Bacon Wage Act.
