The City of Gardner is requesting Statements of Qualifications for stormwater master planning efforts. Services to be provided may include, but are not limited to, recommendation of a comprehensive stormwater CIP plan, feasibility analysis for regional detention facilities, and recommendation for a stormwater system maintenance program. The City of Gardner is requesting qualifications for the purpose of providing engineering study services related to the production of a stormwater master plan, to potentially include the major tasks described below. 1. Identify stream corridors within the City and assign required widths based upon tributary drainage area per City Code. 2. Provide comprehensive recommended stormwater CIP plan based upon scoring matrix that considers project need, risk of failure, cost, and/or other factors. Projects should generally consist of flood risk reduction to structures/roadways and conveyance rehabilitation/replacement projects (CMP, concrete lined channels, etc.) and be ranked in order of priority. 3. Perform feasibility analysis for future City-maintained regional detention and water quality facilities at select locations within the City to promote future development. a. Include construction cost estimate and annual maintenance costs expected. b. Provide conceptual grading plan and outlet control design for facilities. 4. Develop a conceptual City stormwater maintenance program to provide regular inspection, replacement, and maintenance of public stormwater infrastructure. Recommendations should include necessary staffing, equipment, inspection schedules, annual costs, etc. for reasonable operation of a stormwater utility program. 5. Identify and summarize stormwater related funding programs available to the City.
