As of July 30, 2024, a consultant has been selected, but information regarding a timeline for construction is not available. The work to be performed by the CONSULTANT for the first subphase of the project consists of advanced engineering and design for improvements to a 1/2-mile section of Marine Drive west of Alderwood Avenue. The proposed multimodal improvements include: widening, reconstructing, and resurfacing the roadway to include bicycle lanes; addition of curb, gutter, sidewalk, and crosswalks; replacing existing ditch drainage with a piped conveyance system; constructing retaining walls to accommodate road widening; and utility relocation. project has no consultant DBE goal. The major features of the project are as follows: o Pre-design work including field investigations/research o Geotechnical site investigation and design report o Archaeological/cultural site assessment and report o Traffic and multimodal mobility impact/analysis and report o Hydrologic and hydraulic analysis and design o Storm water management facility design, plans, and reporting o Public utility design including water and sanitary sewer o Retaining wall analysis and design o Pavement and intersection design o Crosswalk analysis and design o Pedestrian trail/path design o Illumination analysis and design o Guardrail and traffic barrier analysis and design o Franchise utility relocation plans and coordination o Landscaping and roadside restoration plans o Detour/traffic control plans o Design standard deviation reports (if needed) o Right-of-Way analysis, plans, and property acquisition o Public outreach support o Environmental permitting analysis, drawings, applications, and support o Wetland impact and mitigation plans and reporting o Preparation of Plans, specifications, and estimates packages Whatcom County is soliciting statements of qualifications from consulting firms with expertise in Civil and Structural Engineering Design to provide Statement of Qualifications (SOQs) for the Marine Drive Phase II - Alderwood Avenue to Bridge No. 172 Reconstruction and Bicycle/Pedestrian Facilities Project. Whatcom County reserves the right to reject any or all proposals and to waive any irregularities.
