Inquiries or questions based on alleged patent ambiguity of the plans, specifications or estimate must be communicated as a bidder inquiry prior to bid opening. In accordance with Labor Code Section 1815, Contractor and all subcontractors shall pay all workers employed on this project 1 1/2 the basic rate of pay for work performed in excess of specified hour limitations. The work performed pursuant to this agreement is subject to compliance monitoring and enforcement by the Department of Industrial Relations. California Labor Code Sections 1777.1, 1775, and 1813, describe potential penalties contractors or subcontractors may be subject to for failure to comply with the prevailing wage law. Equipment rental rates as determined by the State of California are listed in the Department of Transportation publication entitled "Labor Surcharges and Equipment Rental Rates," issued semi monthly. The U.S. Department of Transportation (DOT) provides a toll-free "hotline" service to report bid rigging activities. Bid rigging activities can be reported Mondays through Fridays, between 8:00 A.M. and 5:00 P.M., eastern time, Telephone No. 1-800-424-9071. Anyone with knowledge of possible bid, bidder collusion, or other fraudulent activities should use the "hotline" to report these activities. The "hotline" is part of the DOT's continuing effort to identify and investigate highway construction contract fraud and abuse and is operated under the direction of the DOT Inspector General. All information will be treated confidentially, and caller anonymity will be respected. Project Description: Improvements for this project will generally include installation of temporary shoring to stabilize the end of the pier causeway followed by removal of the sunken portion of a vessel and repair of damage to one prestressed concrete pile, a section of wood railing, a steel expansion joint, and concrete curb. This damage occurred as a result of a vessel impact. Two exclusive alternate bid scope items are included for the repair of damaged Pile F14, that involve either repair of existing Pile F14 or installation of one precast concrete pile and extension of one pile cap at Bent 14. The repair detail and associated alternate bid item will be determined after additional underwater pile inspection is performed during construction. Alternate Bid Item A1 - Pile Collar Repair will be used unless the underwater pile inspection indicates that the existing Pile F14 cannot be repaired and reused, in which case Alternate Bid Item A2 - Driven Pile Repair will be used. The Engineer's estimate for this project is $3,268,000 which includes the Base Bid + Additive Alternate A1 +Additive Alternate A2). Bids are required for the entire work described herein. The Contractor shall possess a valid Class "A" License at time of bid submittal and from contract award through Contract acceptance (23 CFR 635.110). To bid on this Project, the Bidder and all subcontractors are required to be registered as a public works contractor with the Department of Industrial Relations pursuant to the Labor Code. The Bidder's and all subcontractors' registration must remain active throughout the term of the Contract.
