I. Introduction The City of Ceres (City) Engineering Department is issuing this Request for Qualifications (RFQ) for Statements of Qualifications (SOQ) from qualified Civil Engineering firms to provide Engineering Services for the capital improvement project at Moffett Road from Whitmore Avenue to Hatch Road. Funding for this project is through Surface Transportation Block Grant (STBG) and Local Funds. The City of Ceres hereby notifies all consultants that the City has established a Disadvantaged Business Enterprise (DBE) Goal for this project. This project has a DBE goal of THIRTEEN PERCENT (13%). All applicable forms must be completed and submitted to the City as part of the consultant's SOQ. It is the responsibility of the Consultant to be familiar with the DBE Compliance Documents. II. Project Description The City is seeking to rehabilitate Moffett Road from Whitmore Avenue to Hatch Road. The improvements are anticipated to include rehabilitation of pavement that is in fair to poor condition. Also, reconstructing sidewalks, curb ramps, and driveways to meet ADA compliance, and adding bulb outs at certain intersections for traffic calming. Please see attached Preliminary Plans for reference. Additionally, the project includes an approximately 2,600-foot sewer line replacement from Hatch Road to Fowler Road with upsizing from 10-inch to 12-inch pipe. III. Scope of Services Services will include preparation of necessary plans, specification, estimates, and document preparation. In general: Page 1 of 7 o Participate in coordination meetings with City staff, impacted utility companies, and stakeholders as needed. o Prepare and maintain design delivery schedule in order to allow City to submit the construction PS&E package to Caltrans by February 2025 for construction funding approval. o Prepare and maintain design schedule. o City will take the lead in obtaining NEPA approval from Caltrans. Consultant to provide aerial map of project limits with utilities affected. o Conduct site investigations as needed to produce accurate design documents. o Prepare and maintain design scope, budget, quality, and provide a monthly project status report. o Prepare utility notification letters and/or applicable documents to utilities and agencies as needed to begin utility relocations and/or Civil work. o Take the lead on utility relocations including preparing and submitting necessary documents to different agencies. o Preparation of Utility Communication Log to be completed and updated with every submittal, or upon request of City Project Management Team. o Perform and provide topographic survey. o Prepare and provide pothole exhibit based on utility research and engineers' recommendation showing potential utility conflicts, if necessary. o Provide geotechnical testing and report as required. o Provide recommendation of pavement treatment based on geotechnical study (i.e., grind and overlay, Cold in-place recycling, and innovative pavement methods). o Prepare construction plans, technical specifications, and construction cost estimates at each phase of work (Design Development and Construction Documents) to meet City of Ceres Standards and Specifications. o Submit construction documents for review to City offices, utilities/agencies, and obtaining final signatures on construction documents. o As part of the bidding phase, attend the pre-bid conference and prepare addenda and clarifications if necessary. o As part of the construction phase and general construction contract administration, attend the pre-construction conference, review shop drawings, and other contractor submittals, provide clarification of construction documents during construction, review and provide technical information for construction contract change order requests if necessary, and perform site visits during construction. o Prepare record drawings documenting the as-built improvements, have as-built Page 2 of 7 approved, and both Mylars and final CAD drawing provided to the City.
