Site work and paving for a transportation facility in Texarkana, Arkansas. Completed plans call for site work for a transportation facility; and for paving for a transportation facility.
Texarkana Regional Airport Authority will receive sealed bids on a General Contract for the construction of the second phase ofthe concrete apron near the new terminal building. The apron willconsist of approximately 6,475 SY of 14 concrete paving. Project to beawarded dependent upon receiving funds from the Federal Aviation Administration. Bids shall be on a unit pricebasis. It is the policy of the Department of Transportation (DOT)that disadvantaged business enterprises as defined in 49 CFRPart 23 shall have the maximum opportunity to participate in theperformance of contracts financed in whole or in part withFederal funds. Disadvantaged Business Enterprise (DBE). As defined by Appendix A of 49 CFR Part 26,Regulations of the Office of theSecretary of Transportation, allbidders shall make good faith efforts, to subcontract a minimumof five and ten hundredths percent (5.10%) of the dollar value of the prime contract to small businessconcerns owned and controlled bysocially and economically disadvantaged individuals (DBE). Buy American Provision. Theproposed contract is subject tothe Buy American provision underSection 9129 of the AviationSafety and Capacity Expansion Act of 1990. Details of such requirements are contained in the Specifications. The proposed contract is underthe subject Executive Order11246 of September 24, 1965, and to the Equal Opportunityclause. The Bidder's attention iscalled to the Equal OpportunityClause and the Standard Federal Equal Employment Opportunity Construction ContractSpecifications set forth in thespecifications. The Bidder must supply all the information required on the bid orproposal form. The successful Bidder will berequired to submit a Certificationof Nonsegregated Facilities priorto award of the contract, and tonotify prospective subcontractors of the requirement for such a Certification where the amountof the subcontract exceeds$10,000. Samples of the Certification and Notice to Subcontractors appear in the Specifications. Women will be afforded equalopportunity in all areas of employment. However, the employment of women shall not diminish the standards or requirements for theemployment of minorities. For contracts of $50,000 ormore, a contractor having 50 ormore employees, and his subcontractors having 50 or more employees and who may be awarded a subcontract of $50,000 or more, will be required to maintain an affirmative action program within120 days of the commencementof the contract. Bid Security. A 5% Bid Security is required with the Bid. TheOwner reserves the right to rejectbids and waive formalities. Biddermust have a current general license from the Arkansas Contractor's Licensing Board before thebid proposal will be considered.The bid proposal and work of theproposed contract shall be in accordance with all applicable federal, state, county, and local laws, ordinances and regulations. Submit as a prerequisite toaward of a contract AIA Document A305, Contractor's QualificationStatement, unless such statementhas been submitted for review to the Engineer's office within thepast six months. Federal Davis-Bacon wagesrates shall apply. Work will be completed within120 calendar days from Notice to Proceed.
