Seminole County Facilities Department is seeking proposals for updating the master plan study of a multi-building centralized and consolidated government campus at Five Points Complex in Sanford, Florida. The County has a large and diverse workforce located throughout the county, providing services from both County owned buildings as well as leased spaces. The goal of the previous master planning process identified short and long-term facility needs and created a framework to address those needs in the most effective and efficient manner. Seminole County Facilities Department is seeking proposals for updating the master plan study of a multi-building centralized and consolidated government campus at Five Points Complex in Sanford, Florida. The "approach" of a previously prepared master plan study will be amended to identify a more efficient utilization of the existing buildings on the campus through renovation, and an assessment of relocating nonpublic service functions to offsite County owned properties. The selected multi-disciplinary team is expected to provide overall master planning services which includes but not limited to; parking analysis and traffic study; probable cost estimates; development phasing strategies; and a business case for each project alternative. Work under this scope of services will require the interpretation of large amounts of data from previously prepared reports, while also managing input from various County departments, agencies, and Board of County Commissioners (Board), as well as external stakeholder groups. Expected services include: Urban Planning Financial Analysis Facility Condition Assessment Real Property Development Management Meeting Facilitation / Stakeholder Engagement The selected consultant will evaluate and provide recommendations on enhancing the material developed under the 2020 Five Points Master Plan. The methodology for collecting, formatting, and presenting the information under this effort should not be interrupted as a new stand-alone document but rather a support document to the original study. The existing Five Points Complex, owned by the County, is located within the City of Sanford, on US 17-92. The site comprises approximately 135 acres. Facilities currently on the site include the Criminal Justice Center (Courthouse); the recently completed Courthouse Annex, Parking Garage, and Central Chiller Plant; the John E. Polk Correctional Facility; Juvenile Justice Center; the Juvenile Assessment & Detention Center; the Public Safety Building; and multiple other smaller structures associated with a variety of County services. The site is located adjacent to Seminole State College's main campus. Previous discussions with the Board regarding the master plan have yielded the following assumptions/expectations: County governmental services will be consolidated, to the extent practicable, onto one campus which will be located at Five Points Complex. Analysis and planning shall include the needs of the Constitutional Officers. The planning process will be governed by the Board but will include significant stakeholder input. The sale of existing County buildings, reduction in leasing costs, and anticipated energy/operational efficiencies will offset part of the construction costs. Partnerships/co-locations with non-governmental users may be considered. The final product of this work effort is to review and revise the well-established 2020 Five Points Master Plan, to provide the County with updated information to pursue design then construction of a consolidated government campus. The building is physically connected to the existing Criminal Justice Center (Courthouse) off U.S. Highway 17-92. Access to the Training Room is only accessible through the main entrance of the Annex building. **. Late arrival to this Mandatory Pre-Proposal Conference is strictly prohibited.
