Midtown Bus Terminal Replacement Program Bus Staging and Storage Facility and Ramps Project The Port Authority of New York and New Jersey ("Port Authority") is seeking Statements of Qualifications (SOQs) in response to this Request for Qualifications ("RFQ") from highly qualified and experienced firms interested in constructing the Staging and Storage Facility and Ramp Structure Project, a component project that is part of the multi-phase Midtown Bus Terminal Replacement Program. The purpose of the RFQ is to identify and shortlist up to three (3) prequalified firms to advance to the Request for Proposals (RFP) phase of the procurement. Intent to Bid Due Date: Apr 19th 2024, 2:00 PM EDT The selected Contractor will be responsible for all work necessary to deliver the Project on-time and on-budget. The work includes, without limitations, the preparation for construction and the construction of the SSF and associated Ramp Structure that serves the SSF, underground utility work and relocations, demolition of existing car and bus ramps, and construction of a new temporary ramping system to facilitate and maintain an uninterrupted operation at the existing Main Terminal. Once the Project is completed, the SSF and Ramp Structure will serve as a temporary terminal for the duration of the existing PABT demolition and construction of the new Main Terminal. The Port Authority expects zero impacts to all and any existing operations, inclusive of all city street and tunnel traffic. The Contractor's Scope of Work for the Project generally includes: o Project management and administration to coordinate and perform all construction work, including the development of specified plans associated therewith (e.g. health and safety, mitigation of community impact, traffic control, DBE inclusion). o Coordination and performance of construction work over existing streets and tunnels. o All required coordination with the Port Authority and the Construction Manager for the Dyer Deck-Overs project, concurrently being constructed adjacent to the Project. o The performance of all required quality control and quality assurance of the construction to meet or exceed the Project requirements. o Obtaining all permits and approvals, including from utilities, Stakeholders and governmental entities, as required. o Demolition and removal of existing infrastructure necessary to construct the Project. o Interfacing and coordinating the work with Stakeholders and third-party projects in the local and immediate vicinity of the Project and proper coordination of the work to minimize adverse impacts to operations, traffic and pedestrians within, or around, the immediate vicinity and work areas. o Staging and phasing of the work shall be coordinated with and subject to approval by the Port Authority. o Construction of temporary ramps and roadways, and all associated structures, lighting, traffic, signage, intelligent transportation systems, traffic routing, traffic signals, and landscaping. o Demolition, relocation, and new construction and commissioning of underground utilities as shown on the Contract Documents; all required coordination with the appropriate Authorities Having Jurisdiction. o All temporary roadways and utilities, as required by the Contract Documents. o Achieving the Project's visionary sustainability and resiliency measures, from LEED certification and clean construction to onsite renewable energy. o Performing all requisite testing and commissioning of the work, including all utilities, prior to work being placed into service. o Surveying existing topography, structures, and utilities infrastructure (including manholes, handholes, junction boxes, catch basins or inlets, valve chambers, pipes, conduits, and similar) to verify survey information provided by the Port Authority, as required by the Contract Documents. o Inspecting and surveying trees and other landscape elements to verify information provided by the Port Authority, as required by the Contract Documents. o Complying with all applicable laws, regulations, codes, design guidelines, design standards and prudent industry practices. o Performing excavation, support-of-excavation ("SOE"), utility location and designation, utility support and protection, and the relocation of utilities as necessary for the completion of the work. o Abating, removing, storing, remediating, and disposing of hazardous materials, if required. o Recycling and reuse of construction materials in accordance with the Project technical requirements. o Removal and disposal of all waste materials in accordance with all relevant technical specifications. o Utilization of Building Information Modeling ("BIM") tools for Project scheduling, coordination, phasing, construction, and as otherwise required by the Contract Documents. o Accommodating third party works that will be required under the Contract Documents that are carried out by the Port Authority's predesignated firms. o Performance of any other work required to satisfy the Contract Documents and its technical requirements and performance criteria. Project Completion Milestones The Port Authority currently anticipates that Project substantial completion will be achieved by Q4 2028. Project Contract Value The Port Authority's estimated total construction cost for the Project is approximately $2- $2.2 billion. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
