Site work for a civil project in Manvel, Texas. Completed plans call for site work for a water / sewer project.

Work is described in general, non-inclusive terms as: 1. To extend water line and sanitary sewer services north along Masters Road. Design of 12" water line and a 15" sanitary sewer from the stub out located north of Terra Estates to the future Community Services Facility with an alternate to extend to the fire station at dogwood. 2. To decommission the McCoy Road Lift Station and design a 12-inch sanitary sewer along McCoy Road and Lewis Lane to the Palmetto Street. The Project also includes the revision of the Lewis Lane force main discharge point to the sanitary sewer manhole at the corner of Lewis and FM 1128. Please direct all questions related to the design of this Project to the Q&A Section. All Bids shall be accompanied by a cashier's or certified check drawn on a state or local bank in the amount of five percent (5%) of the total maximum bid price, and payable without recourse to the City of Manvel, Manvel, Texas, or a Bid Bond in the same amount from a reliable surety company authorized to do business in the State of Texas, as a guarantee that the Bidder will enter into a Contract. The Notice of Award of Contract shall be given by the City within sixty days (60 D) following the opening of bids and bids shall remain valid for sixty days (60 D). Bid security shall be returned to the respective Bidders within thirty days (30 D) after bids are opened, except checks or bonds which the City elects to hold until the successful Bidder has executed the Contract. Thereafter, all the remaining securities, including the security of the successful Bidder, shall be returned within seventy days (70 D) following the opening of bids. The successful bidder must furnish a Performance Bond and a Payment Bond in the amount of one hundred percent (100%) of the Contract Price and upon the forms which are attached hereto. A Payment Bond shall be furnished for any contract in excess of Twenty-Five Thousand Dollars ($25,000) and a Performance Bond shall be furnished for contracts in excess of One Hundred Thousand Dollars ($100,000), and each shall be furnished within five days (5 D) after receipt of the Contract Documents. Payment and Performance Bonds shall be issued from sureties with a minimum "A-" rating from Best's Key Rating Guide and who are licensed by the Texas Department of Insurance to do business in the State of Texas and to issue said bonds. The bonds must be signed by an authorized representative of the surety, who is licensed by the State Board of Insurance Attention is directed to the liquidated damages provision of this Contract (as specified in the General Conditions) and the fact that rainy weather shall constitute justification for any delay in the time for completion only under certain conditions (as specified in the General Conditions). The City reserves the right to reject any proposal and to waive informalities in the proposals. In case of ambiguity or lack of clearness in stating the prices in any proposal, the City reserves the right to consider the most advantageous construction thereof, or to reject the proposal. The award shall be made to the most responsible Bidder submitting the best value for the City of Manvel. The City shall, after review and approval of the City Council, enter into Contract negotiations with the apparent lowest responsible Bidder using City Contracts and Documents contained in the Specification Books. Bidder shall not send their own Contract Documents or in any way alter, change or amended the City's Contract Documents. The deadline to ask questions is 5/01/2024 2:00 PM CST All questions about the meaning or intent of the Contract Documents shall be submitted to the City in writing. Replies shall be issued by Addenda mailed or delivered to all parties recorded by the City as having received the Bidding Documents. Questions received less than five (5) days prior to the date for opening of Bids shall not be answered Bids shall be submitted in sealed envelopes (clearly marked with Project Name and Bid Number) upon the blank forms provided and marked in the upper left hand corner Bid for Masters Road Utility Improvements and McCoy Road Lift Station Consolidation to be opened at 2:00 P.M., April 24th, 2024. Estimate: $3.5 - $3.8 Million *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
