Site work for a civil project in Grosse Ile, Michigan. Completed plans call for site work for a road / highway; and water / sewer project.

Hydro-Excavating for lead service inventory at selected locations in the Township of Grosse Ile, Michigan The scope of work consists of the following: o Carefully remove any existing turf and topsoil, and salvage for replacement after the survey is conducted. o Hydro-excavate to expose existing water service lines in various locations throughout the City, as directed, at two (2) locations no less than 18 inches from the existing service stop box. o Identify water service tubing material type, photograph exposed service tubing, and catalog in writing, per address and location relative to curb stop (upstream or downstream), and submit to the City's representative o Backfill excavations with granular fill, compacting to 95 percent of maximum material weight. o Replace salvaged sod and topsoil, and set flush with the surrounding area. o Clean up and haul away all job-related debris. o Excavated material shall be disposed of on City property, as directed. o Contractor to provide any necessary barricading required to maintain a safe, secure environment at the work site until all work is completed. o This section is to be quoted on a lump sum per location basis, including all necessary work to determine service line tubing material at one (1) location including all applicable related items. o All other related work. Time of the Essence: Work shall be performed as needed on or after May 30, 2024. Time limits for Milestones (if any), Substantial Completion, Final Completion, as stated in the Contract Documents are of the essence of the Contract. Dates for Substantial Completion and Final Payment: Work shall be substantially completed, in accordance with Paragraph 14.04, General Conditions, on or before September 1, 2024. Work shall be final completed (completion of restoration and readiness for final payment), in accordance with Paragraph 14.07, General Conditions, on or before September 30, 2024. CONTRACTOR and OWNER recognize that time is of the essence of this Agreement and that OWNER will suffer financial loss if the Work is not completed within the times specified in Paragraph 4.02 above, plus any extensions thereof allowed in accordance with Article 12 of the General Conditions. The parties also recognize the delays, expense, and difficulties involved in proving in a legal or arbitration preceeding the actual loss suffered by OWNER if the Work is not completed on time. Accordingly, instead of requiring any such proof, OWNER and CONTRACTOR agree that as liquidated damages for delay (but not as a penalty), CONTRACTOR shall pay OWNER five hundred dollars ($500) for each day that expires after the time specified in Paragraph 4.02 for Substantial Completion until the Work is substantially complete. After Substantial Completion, if CONTRACTOR shall neglect, refuse, or fail to complete the remaining Work within the Contract Time or any proper extension thereof granted by OWNER, CONTRACTOR shall pay OWNER five hundred dollars ($500) for each day that expires after the time specified in Paragraph 4.02 for completion and readiness for final payment until the Work is completed and ready for final payment. Prospective bidders shall add their name to the Plan Holder List by calling the Engineer office at 734-285-7510. It is important to have your name added in case an Addendum is issued on this project. All bids shall remain firm and may not be withdrawn for ninety (90) days after the actual date of opening thereof. A properly completed Bid Bond, Certified Check or Cashier's Check in a sum not less than five (5) percent of the proposed amount of the proposal submitted, shall accompany each proposal as security for acceptance of the Contract by the lowest qualified bidder. Should the Contractor fail to enter into a Contract agreement with the Owner, through no fault of the Owner, he shall forfeit the entire amount of the security to the Owner. The Township of Grosse Ile does not discriminate on the basis of race, color, religion, sex, or national origin. The Township of Grosse Ile reserves the right to accept or reject any or all proposals, waive any irregularity in any proposal, and make an award of Contract in any manner, deemed in its best interest. Proposals submitted after the exact time specified for receipt shall not be considered. ENGINEER shall transmit to all such Bidders of record such addenda as ENGINEER considers necessary to provide clarification, in response to questions arising therein, or arising subsequent. Oral statements shall not be relied upon and shall not be considered as legally effective or binding. This Project is a Prevailing Wages Project. All inquiries and questions shall be directed to C.E. Raines Company at telephone 734-285-7510, or by email at kmarx@charlesraines.com. All questions about the meaning or intent of the Bidding Documents are to be submitted to ENGINEER in writing. Interpretations or clarifications considered necessary by ENGINEER in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by ENGINEER as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Addenda may be issued to clarify, correct, or change the Bidding Documents as deemed advisable by OWNER or ENGINEER. CONTRACTOR shall furnish performance and payment Bonds, each in an amount at least equal to the Contract Price as security for the faithful performance and payment of all CONTRACTOR's obligations under the Contract Documents. These Bonds shall remain in effect at least until one year after the date when final payment becomes due, except as provided otherwise by Laws or Regulations or by the Contract Documents. CONTRACTOR shall also furnish such other Bonds as are required by the Contract Documents. AWARD OF CONTRACT OWNER reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. OWNER further reserves the right to reject the Bid of any Bidder whom it finds, after reasonable inquiry and evaluation, to be non-responsible. OWNER may also reject the Bid of any Bidder if OWNER believes that it would not be in the best interest of the Project to make an award to that Bidder. OWNER also reserves the right to waive all informalities not involving price, time, or changes in the Work and to negotiate contract terms with the Successful Bidder. More than one Bid for the same Work from an individual or entity under the same or different names will not be considered. Reasonable grounds for believing that any Bidder has an interest in more than one Bid for the Work may be cause for disqualification of that Bidder and the rejection of all Bids in which that Bidder has an interest. In evaluating Bids, OWNER will consider whether or not the Bids comply with the prescribed requirements, and such alternates, unit prices and other data, as may be requested on Bid Form or prior to the Notice of Award. In evaluating Bidders, OWNER will consider the qualifications of Bidders and may consider the qualifications and experience of Subcontractors, Suppliers, and other individuals or entities proposed for those portions of the Work for which the identity of Subcontractors, Suppliers, and other individuals or entities must be submitted as provided in the Supplementary Conditions. The contractor selected to perform this project must have a minimum of 5yrs of experience and a minimum of 1,000 installations in the State of Michigan. Documentation of the minimum requirements including Owner, Project Name, location and date shall be included with the bid package. Those who do not meet these qualifications shall be considered non-responsive and their bid returned. OWNER may conduct such investigations as OWNER deems necessary to establish the responsibility, qualifications, and financial ability of Bidders, proposed Subcontractors, Suppliers, individuals, or entities to perform the Work in accordance with the Contract Documents. If the Contract is to be awarded, OWNER will award the Contract to the Bidder whose Bid is in the best interests of the Project. Question Deadline 04/08/2024
