The City of Tavares (the "City") invites qualified firms to submit statements of their qualifications for a Design of the Golden Triangle Regional Park - East Campus to the City in response to this Request for Qualifications (the "RFQ"). a) Develop an overall master plan of the park and corresponding build-out plan in a phased approach to include: i) Site Master Plan for the park ii) Capital Plan for full build-out and Funding Options iii) Phasing Plan with estimated costs for each component iv) Master Utility Plan (to include, but not limited to: water, sewer, power, stormwater) to serve each phase/building v) Financial Plan to develop and operate the park b) Working with City, County and YMCA staff, develop and execute a community outreach strategy for the planning and design process. The community outreach strategy should identify the stakeholders for the planning process and provide the communication tools for outreach and engagement to the identified stakeholders. The communication tools may include press releases, fact sheets, emails, web site postings, social media, print materials, advertising, and citizen surveys. c) Site analysis and full survey for best layout of co-located recreation department and YMCA activity based on guidance from the City and the YMCA of Central Florida. This includes the firm's due diligence for civil site work and soil analysis. Additional input should be collected and included from YMCA design-specific firms such as GRO Development. d) Site analysis for best and most effective use of park areas and amenities to provide an overview of community needs. e) Facility analysis on the current Golden Triangle YMCA building and pool to determine if any or all portions could be renovated into the new facility, or if a complete rebuild is necessary. *NOTE: YMCA facilities must remain open and accessible to members during the construction process. f) Pending results of site and facility analysis, incorporate the following: i) 50,000 ft2 multipurpose state-of-the-art facility to house both the City Recreation Department and the Golden Triangle YMCA ii) An aquatic center to incorporate lap swimming lanes, open swim areas, play features, water slides, etc. iii) Outdoor recreation courts including: four (4) regulation size tennis courts, twelve (12) pickleball courts, two (2) basketball courts, and four (4) sand volleyball courts to include LED sports court lighting iv) Park amenities including: children's playground, dog park, picnic shelters/gazebos v) Trailhead building for connecting trails (restrooms, bike racks, parking, etc.) vi) Pump bike park vii) Overnight camp facility to include: ten (10) cabins with full amenities, boat house to store canoe/kayaks, ropes course adventure area, etc. viii)Improved dock system for use by canoe/kayaks and boat house ix) Adequate parking facility/deck to accommodate park amenities x) Enhanced outdoor youth soccer fields to include LED sports field lighting g) Facilities and amenities should be equipped with appropriate safety lighting system for evening hours, exterior power (120V & 30 amp), and water connections at select areas around the park for outdoor special events and programs. Systems should include lighting to provide enhanced security and appropriate navigable lighting for situation awareness of facilities and park. h) All necessary protective equipment as required by Federal, State and local law, including but not limited to fire protection with appropriate fire extinguishers, dry hydrant system, etc. i) Security system to include cameras and gates (if needed).
