0000266980 Defence Construction Canada (DCC) is calling for tenders/offers to establish a Standing Offer Agreement (SOA) to provide "as and when required" painting services specific to Department of National Defence (DND) requirements for the location(s) mentioned above. Work under this Standing Offer Agreement, (SOA), includes the provision of all necessary skilled licensed labour, tools, equipment, transportation, supervision and material for minor drywall board repairs, modifications, installation of coatings and painting for all buildings' at CFB Borden, Ontario in support of Real Properties Operations Detachment at CFB Borden, Borden, Ontario. Minor drywall board repairs will be limited to a maximum of (1) one 4' x 8' x 1/2 " sheet of drywall and all associated joint compound, taping and sanding. Drywall repairs will be completed on a per call up basis as per DCC Representative Interior and exterior painting services (supply, prepare, apply, remove or repair), including but not limited to:
.1 Interior and exterior surfaces:
.1 Interior and exterior walls
.2 Ceilings;
.3 Exterior stucco buildings; .2 Trim painting may include, but is not limited to the following:
.1 Steps and stairs;
.2 Interior and exterior trim that are not part of the wall colour;
.3 Windows and trim;
.4 Doors and trim;
.5 Baseboard trim when not wall colour;
.6 Cabinetry;
.7 Cupboards;
.8 Furniture .3 Preparatory work may include, but is not limited to the following:
.1 Minor repairs to surfaces in preparation for (i.e. trim, taping, plastering, wood filler puttying, stucco, and finishing);
.2 Prepare painted surfaces:
.3 Remove and reinstall removable wall fixtures (i.e. photos, boards, etc.);
.4 Installation and removal of tape as required to protect non-removable fixtures as required;
.5 Installation of drop cloths, furniture moving and other protective measures;
.6 Sanding; and
.7 Additional preparatory work as required. .4 Specialized services may include, but are not limited to the following:
.1 Application of specialized coatings such as sealers, epoxy finishes, spray finishes;
.2 Wall-paper;
.3 Media blasting, power washing, acid etching The SOA will be for a period of two (2) years with one (1) additional one (1) year option period, with a maximum estimated value of $400,000.00 ($200,000 per year). Call-ups under the SOA are expected to be valued at an average of $6,000.00; the maximum value of a commission / call-up is $ 25,000.00. Defence Construction Canada may accept any tender, whether it is the highest score or not, or may reject any or all tenders.
