Renovation of a multi-residential development in Gaithersburg, Maryland. Completed plans call for the renovation of a multi-residential development.
The City is accepting Bids from qualified Contractors for removal and replacement of existing asphalt shingle roof, installation of a structural roof ridge beam, and exterior painting of the Manor House located at 500 South Frederick Avenue, Gaithersburg, Maryland 20878. SCOPE OF WORK Due to the nature of repairs, it is highly recommended that the Bidders visit the site, inspect existing conditions, understand the work scope, request clarifications (refer to section 3.1, Solicitation Schedule, Bidder's questions submission due date) from City prior to submitting a Bid. Contractor's failure to understand scope of work will not relive them from their responsibility. The Contractor shall: A. Roof Replacement: Remove and replace existing asphalt shingles on roof, portico and awnings with new CertainTeed XT(TM) 3-tab shingles, synthetic underlayment, drip edge, ridge vent, pipe and all flashing. Color to be selected once contract has been awarded. B. Structural Ridge Beam: Install structural ridge beam in kitchen addition attic per the Construction Documents and Specifications. Please see Exhibit A. C. Lead Paint Testing: Perform lead-based paint analysis on multiple exterior surfaces. If lead-based paint is found, perform paint removal and handle all materials that involves leadcontaining paint and residue in compliance with lead-based paint provisions of all applicable federal, state, and local laws and regulations for identification, removal, labeling, handling, containerization, transportation, and disposal of lead-containing material including, but not limited to, those referenced herein. D. Exterior Painting: Prepare all surfaces and repaint entire exterior surfaces to match existing finishes. Paint materials and products of the Sherwin-Williams Company shall be used. Comparable products meeting requirements may be submitted for review. The burden of proof to show that the products is equal to Sherwin-Williams Company is on the Contractor. Product substitution shall be preapproved by the City and request for substitutions shall include product details, specifications and Contractor's justification for substitution. Approval or rejection of such substitution will be at the City's sole discretion. Note: Existing storm windows shall not be removed and only areas accessible from the exterior shall be painted. a) Paint Products: i. Primer: Sherwin Williams Multi-Purpose Interior/Exterior Latex Primer/Sealer ii. Finish Coat: Sherwin Williams Duration Exterior Acrylic Latex, colors to match existing building color. b) Job Conditions: i. PROHIBITED: Painting damp or wet surfaces. ii. PROHIBITED: Coating wood that contains more than 15 percent moisture. iii. PROHIBITED: Painting hot surfaces that are exposed to the sun. iv. Apply paint only when the temperature of the surface to be painted, the surrounding air temperature, and humidity are within the manufacturer-specified limits. If no limits are specified, maintain surface and air temperatures between 50 degrees F and 90 degrees F. Relative humidity shall be below 85 percent. v. Patch rotten wood at windowsills with Bondo and caulk and paint to match existing color. c) Cleaning: i. Contractor shall not discard any materials on City property. Remove scrap, waste, and debris from the project area on a daily basis unless a trash dumpster is being utilized onsite. ii. Upon completion, remove temporary coverings. Clean glass and other surfaces that are spattered or smeared with paint using materials and methods that will not scratch, stain or damage such surfaces. E. Building Envelope: Contractor shall repair any openings in the exterior building envelope to prevent further water or rodent intrusion. F. Fall Protection Ridge Anchor: Basis of design is "Ridge-It Anchor", model #00510, by Guardian Fall Protection. Install per manufacturer's recommendations and instructions. Offeror Questions Due in Writing: April 10, 2024 by 5:00 PM D. Q&A Addendum Issued: April 17, 2024 by 5:00 PM All questions regarding this Solicitation: (i) shall be submitted by email to the Procurement Division, at procurement@gaithersburgmd.gov; and (ii) shall be received by the date and time specified in the Solicitation Schedule. The solicitation number and title must be included in the subject line of the email. Any and all questions received not in compliance with this paragraph will not be answered unless the City, at its sole discretion, deems that a response to a question is necessary to clarify anything in the Solicitation Documents. B. Bids not received by the Submission Deadline shall be deemed non-responsive. C. The City shall assume no responsibility for delays or errors in the delivery of any Bid. D. The Bidder is strictly prohibited from submitting its Bid by facsimile or by postal mail. The Bidder may not submit its Bid to any email address other than the one provided at Section 4.2.A above. Bidder shall not provide any links to Bids. Any and all Bids submitted not in compliance with this Section shall be rejected as non-responsive and be removed from consideration. E. No partial Bids will be accepted or reviewed. F. Bidder will receive a confirmation of receipt email with date and time stamp after proper submission of bid. If no email is received, please contact Procurement immediately at Procurement@gaithersburgmd.gov. Do not submit Bids to this email address.
