Reconstruct Runway 3-21 consists of reconstructing Runway 3-21, reconfiguring and reconstructing taxiway connectors, constructing a new turn around on the Runway 3 end, safety area grading, and stormwater improvements. Civil work includes full depth removal of existing asphalt by rotomill, excavation, construction of subbase, base, and asphalt surface course, removal of runway edge and end lighting, as well as shouldering, pavement marking, topsoiling and seeding, and other quantities. Approximate civil quantities include 33,730 SY of rotomill, 30,000 CY of excavation, 20,050 CY of total aggregates, 8,120 tons of hot mix asphalt pavement, and 7,150 SF of pavement marking. Electrical work includes installation of new vault building, equipment, new edge and threshold lights. Approximate electrical quantities include 12,000 LF of conduit, 14,850 LF of 5KV conductor, 12,300 LF of counterpoise, and 118 new MIRL fixtures. Approximate quantities include 11,152 LF of underdrain pipe and 595 LF of outlet pipe. Install PAPI consists of installing a new Precision Approach Path Indicator (PAPI) for the Runway 22 end. The PAPI will be powered from a dedicated series circuit with a new constant current regulator installed in the electrical vault building. Work includes furnishing and installing all equipment, materials, and services necessary to place the system in operation for commissioning and flight check by the FAA. Install REIL consist of installing one set of new Runway End Identify Lights (REIL) on Runway 22.
