Demolition, site work, paving and new construction of a bridge / tunnel in Ukiah, California. Completed plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; and for paving for a bridge / tunnel.
**As of May 24, 2024 project has been awarded to Granite Construction Company amounting $12,891,324.25. ** General work description: Bridge Replacement on existing alignment with approximately 650 linear feet of roadway reconstruction with HMA over AB and approximately 600 feet of cold plane. You must perform, place,construct, or install other items and details not mentioned that are required of the plans under the Standard Specifications and special provisions. For this contract, the County has included a Disadvantaged Business Enterprises (DBE) goal of 17 percent. Bidders need not achieve the percentage stated as a condition of award. For the federal training program, the number of trainees or apprentices is 13. This project is subject to the "Buy America" provisions of the surface Transportation assistance act of 1982 as amended by the intermodal surface Transportation efficiency act of 1991. The Contractor must have either a Class A license or a combination of Class C licenses that make up a majority of the work. If the successful low bidder has a physical place of business in unincorporated Mendocino County, they will be required to obtain a County Business License prior to Notice to Proceed. Bids are required for the entire work described herein. Bids must be on a unit price basis. The amount of the bid for comparison purposes will be the total bid of all items in the Base Bid. Bid Additive 1 (Millview County Water District Water line installation) is an alternative bid element and the County retains sole discretion whether to proceed with the items contained in Bid Additive 1 dependent upon completion and evaluation of preceding bid items. Complete work within 340 working days. Questions will be accepted until six (6) days before bid opening. You must take necessary and reasonable steps to ensure that DBEs have opportunity to participate in the Contract (49 CFR 26). The County of Mendocino hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, Disadvantaged Business Enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration of the award. No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Prevailing wages are required on this Contract. Pursuant to the provisions in Section 1773 of the Labor Code of the State of California, the Board of Supervisors of the County of Mendocino has obtained from the Director of the Department of Industrial Relations the general prevailing rate of wages, and the schedule of employer payments for health and welfare, vacation, pension and similar purposes in the County. Interested parties may review these wage rates and schedules at the Department of Transportation, 340 Lake Mendocino Drive, Ukiah, California. The successful Contractor shall obtain a copy of prevailing wage rates from the Engineer and shall post same at a prominent place at the job site. For this Contract, the general prevailing rate of wages as ascertained by County shall be those in effect on the bid date. Future effective wage rates, which have been predetermined and are on file with the Department of Industrial Relations, are referenced in the published wage rates of the Director of the Department of Industrial Relations. If the minimum wage rates as determined by the United States Secretary of Labor differs from the general prevailing wage rates determined by the Director of the California Department of Industrial Relations for similar classifications of labor, you and your subcontractors must not pay less than the higher wage rate. The County does not accept lower State wage rates not specifically included in the federal wage determinations. This includes helper, or other classifications based on hours of experience, or any other classification not appearing in the federal wage determinations. Where Federal wage determinations do not contain the State wage rate determination otherwise available for use by you and your subcontractors, you and your subcontractors must pay not less than the Federal minimum wage rate that most closely approximates the duties of the employees in question. The County of Mendocino reserves the right to reject any and all bids or to waive any defects or irregularity in bidding.
