Renovation of a water / sewer project in Ashland, Massachusetts. Completed plans call for the renovation of a water / sewer project.
As of May 7, 2024, this project has not yet been awarded. A timeline for award has not yet been established. The Town of Ashland, MA (herein after referred to as "Owner") will receive sealed Bids for the Chestnut Street Wastewater Pump Station Upgrade at the Office of the Select Board, Town Hall, 101 Main Street, Ashland, Massachusetts, 01721 at which time and place they will be publicly opened and read aloud. The Town will not be responsible for any delayed bids. Alternative delivery methods should be used. The work includes the furnishing of all labor, materials, and equipment for completing the work as shown on the Contract Drawings and as herein specified or reasonably implied. The project includes but is not limited to the following rehabilitation work on the Chestnut Street Wastewater Pump Station: removal and replacement of Four (4) solids handling pumps and associated valves and instrumentation, power conductors and discharge switches. Work will also include painting of existing wet well under Additional Add Item B. The OWNER reserves the right to eliminate certain sections of the work or parts of sections, as may be determined by them on the basis of award, to keep within the limits of available funds, or to add Additional Add item B or sections of the work previously eliminated. Bidding documents are available in electronic PDF format and hard copy format. Electronic files can be obtained by contacting Haley Ward at (978) 648-6025 or aford@haleyward.com. A complete set of the Bidding Documents may be obtained from the Engineer, Haley Ward, Inc., for a deposit of Fifty Dollars ($50.00) for each set or Twenty Dollars ($20.00) for plans only in cash or check, made payable to Haley Ward, Inc. This deposit will be refunded to document holders of record who return the Bidding Documents to the Engineer in good condition within (14) days after the opening of Bids. All requests for mailing of Bidding Documents shall be accompanied by a separate nonrefundable handling and mailing fee in the amount of Twenty-Five Dollars ($25.00) in cash or check made payable to Haley Ward, Inc. One (1) set of Bidding Documents will be furnished for the deposit and mailing fee stated. Complete instructions for filing Bids are included in the Instructions To Bidders. Every Bid shall be submitted in full accordance with those Instructions to Bidders. Bids shall be valid only when accompanied by all of the following: (1) a fully completed and properly executed "Bid Form for General Bid"; (2) Bid security in the amount of 5% of the amount bid, in a form as described in the Instruction to Bidders and made payable to the "Town of Ashland"; (3) a copy of a "Certificate of Eligibility by the Deputy Commissioner of the Commonwealth of Massachusetts Division of Capital Asset Management and Maintenances (DCAM) showing that the Bidder has the classification and capacity rating to perform the work required. DCAMM certification is required for the general contractor is "Pump Station Work". DCAMM certification for the field subcontractor is "Electrical Work" Each bid shall be accompanied by a Bid Bond, Cash, a Certified Check or a Treasurer's or Cashier's Check issued by a responsible Bank or Trust Company, in the amount of five (5) percent of the submitted bid, as Bid Security. Attention of the Bidder is called to the requirements for minimum wage rates to be paid under this Contract and the reporting associated thereto. Minimum wage rates are required as per M.G.L, Chapter 149, Sections 26 to 27D inclusive. Minimum wage rates determined by the Commissioner are as contained in the Supplementary Conditions section of the Contract Documents. The successful Bidder will be required to furnish a Payment and Performance Bond each in the full amount of the Contract. Contract payment will be by the lump sum price and/or unit price method as indicated on the Bid Form. No Bidder may withdraw his Bid for a period of thirty (30) days after the date designated above for the opening. Bids for this Contract are subject to the provisions of Massachusetts General Laws (MGL) Chapter 149, Section 44A et seq. No Bidder may withdraw his Bid for a period of thirty (30) days (Saturday, Sundays and legal holidays excluded) after the actual date of the opening of the General Bids. Every Bid shall be submitted on the Bid Form furnished with the Bidding Documents and shall be sealed in an envelope which is clearly marked in the lower left hand corner "Chestnut Street Wastewater Pump Station Upgrade". The Owner reserves the right to reject any or all Bids, and to limit the extent of the work to keep within the limits of available funds. CONTRACTOR may request to download bid documents for free by contacting the Engineer at aford@haleyward.com or calling Anne Ford at (978) 648-6025. All questions about the meaning or intent of the Contract Documents are to be directed in writing to Engineer. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered. Work included: 1. The Work of this Contract is in the Town of Ashland, Massachusetts on Chestnut Street south of the Chestnut Street / Route 135 intersection. 2. The work includes providing all labor, materials, and equipment for completing the work as shown on the Contract Drawings, and as herein specified or implied. This section serves as a general scope of work for the Bid items. It is not intended to be a comprehensive listing of every work item. Certain specific work items, or portions of work items, may not be covered in full in this section but are covered in the Contract Drawings and/or other sections of these Specifications 3. Remove and replace four (4) New Solids Handling Pump with connections. a. Remove and replace all valves, fitting and appurtenances associated with the Centrifugal pumps as shown on the plans including gate valves and check valves. b. Replace existing piping associated with each pump to the extent shown on the plans. c. Replace power conductors for each replaced motor d. Replace disconnect, start / stop and Emergency Stop switches for each motor replaced. e. Modify existing pump supports as required to match pump inlet and discharge piping. 4. Replace existing Seal Water piping system and appurtenances for each new pump supplied. 5. Remove and replace flowmeters for or pumps 2, 3 and 4. Remove and reinstall flowmeter for Pump #1. Note: Flowmeter for pump #1 was recently replaced and will be reused. 6. Install and maintain temporary pump station bypass when required during each pump suction and discharge valve replacement. It is required that only two pumps, motor and piping are replaced at the same time, always leaving two pumps operating, even when there is station by-pass pumping available. 7. Contractor shall have the existing wet-well pumped down completely and cleaned during the bypass timeframe. Contractor shall anticipate a large amount of grease on the wetwell water and sediment on the wetwell bottom that will require removal and disposal under this contract work.
