The Town of Atherton (Town) is soliciting proposals from qualified engineering firms or teams with demonstrated experience in evaluating, developing and designing stormwater and drainage improvements. The Town is looking to develop and implement long-term stormwater and drainage solutions for the El Camino Real Corridor that will improve safety, reduce flooding, particularly at the side street intersections. These improvements need to be done in conjunction with other jurisdictions that also manage stormwater and drainage infrastructure. BACKGROUND The Town of Atherton, incorporated in 1923, is a small, semi-rural, residential community, with approximately 7,000 residents. The Town extends from slightly west of the Bayshore Freeway (US 101) up to Interstate 280 (I-280) and is approximately 4.5 miles long and 1.5 miles wide. Its municipal neighbors include Menlo Park to the south, Woodside to the west and Redwood City to the north, and the County of San Mateo to the east. Within the Town, El Camino Real (Route 82) is a conventional state highway that bisects the community and provides primary access for vehicles in a northwest-southeast orientation. El Camino Real runs approximately 1.5 miles through the Town and is shared jurisdiction with Redwood City and the County of San Mateo to the north and Menlo Park to the south. The overall stormwater runoff pattern is from the hills near I-280 northeast toward San Francisco Bay. There are four watersheds within the Town that encompass 4,724 acres, including the Atherton Channel (3,348 acres), Selby Lane (455 acres), Bay Road (377 acres), and El Camino Real watershed (544 acres). The Town is served by a mix of drainage facilities ranging from traditional storm drains and developed channels to dry well that collect and percolate storm water. These facilities have been installed progressively as the Town has developed. Developers that originally subdivided the land from large estates installed many of the facilities. The Atherton Cannel District, a subsidiary district to the Town owns and operates Atherton Channel. Existing drainage infrastructure along El Camino Real is limited. Though it includes some inlets, culverts and limited storm drains, there are limited discharge connections. Parts of the storm drain system was constructed in El Camino Real by Caltrans in the mid-1940s and connect directly to the Atherton Channel for discharge. Other portions were either not connected or disconnected from downstream discharges and thus is subject to flooding, particularly on the side street at intersections. The Town commissioned a Townwide Drainage Study Update in April 2015 that included a needs assessment of citywide issues along with a number of recommendations. This study outlined five tiers of infrastructure needs that amounted to $41,450,000 systemwide. Since then, significant storm events have continued to cause flooding throughout the Town, including along El Camino Real. Although the flooding did not cause damage to the interiors of residences, flooding created significant safety problems, particularly at intersections. Separately, the Town an evaluation of the drainage system along El Camino Real was conducted in 2018. The draft report outlines some potential localized solutions. The El Camino Real Drainage Improvements Project (Project) would identify and design short- and long-term drainage improvements the 1.5 mile-corridor. It must reduce flooding at the side street intersections and along the corridor while maintaining the integrity of the El Camino Real corridor, the longest, most significant regional arterial in San Mateo County by enhancing stormwater infrastructure and public safety and welfare. The selected consultant is expected to coordinate with Caltrans and neighboring jurisdictions to implement the project and meet the outlined objectives. Submission deadline for written questions April 12, 2024 The Town reserves the right to accept or reject any or all proposals, or to alter the selection process in any lawful way, to postpone the selection process for its own convenience at any time, and to waive any non-substantive defects in this RFP or the proposals.
