The City of Santa Ana seeks pre-qualified bidders for the Demolition of State Building at 28 Civic Center Plaza. The City of Santa Ana recently purchased the State Building located at 28 Civic Center Plaza in the Civic Center with the intention of demolishing the building for future development. Additionally, portions of the adjacent Civic Center Plaza will need to be removed to accommodate the demolition and provide a secure, contiguous space so pedestrians can maneuver throughout the Civic Center. Location- The State Building site is located at 28 Civic Center Plaza, Santa Ana, CA 92701. Exhibits related to this project will be available for download at the following ShareFile link for 30 days. After the 30-day period, the ShareFile link will expire, and exhibits will be made available through the City of Santa Anas Public Records Request process. Question Deadline 05/08/2024 at 2:00 PM PT. Questions regarding this RFQ shall be submitted Electronically. Responses to all questions will be posted Electronically no later than the date and time shown at the schedule of key RFQ dates on the cover page of this RFQ. All prospective Proposers are advised to visit Electronically on a regular basis as responses may be posted earlier than the date above (if applicable). No verbal requests or responses will be accepted. Significant interpretations or clarifications will be addressed via addenda to this RFQ. In addition to electronic submittals, (5) hard copies of Proposals shall also be Packaged Proposals must be sealed in an enclosed envelope marked clearly with the following information shown below on or before the deadline: General process questions may be directed to the Bid Contact listed on the cover page of this RFQ. THE BUILDING DEMOLITION The existing State Building consists of an 8-story concrete structure with 191,832 sf. It is approximately 183 ft. by 131 ft. The structure demolition shall conform to all applicable rules, regulations and codes. At a minimum, the services provided by the Team shall include the elements and deliverables described below: 1. Engineering a. All available as-builts are provided as part of Exhibit I-C. b. Prepare California Environmental Quality Act (CEQA) documentation and clearance for the project. i. Perform a historical analysis of the site/building and provide a report stating the historical significance of the building. c. Prepare demolition and improvement plans, and estimate (PS&E) for the building and site. PS&E to include procedures, but not be limited to, the following: i. Procedures for careful removal and disposition of materials specified to be salvaged. ii. Coordination with other work in progress, if any. iii. Disconnection schedule of utility services. iv. Procedures for safe conduct of the work in the work zone. d. Obtain all required permits and/or applicable entitlements for the demolition. e. Analyze the available hazardous material testing documentation (Exhibit I-D) and determine if any additional testing is required. f. Prepare mitigation plans, details specifications to be included in the PS&E g. Support obtaining any rights to adjacent County land for demolition staging or removal of adjacent structures affected by demolition of State Building. May include preparation of legal descriptions, plats, or other right-of-way documentation. 2. Demolition/Site Improvement Work a. Mitigation of all hazardous materials. Team shall provide all required special inspections. Oversight inspection shall be provided by City. b. Locate all utilities in the area and terminate all utility services connections, while maintaining activity utility lines and adjacent systems that will remain in service. c. Removal of complete structure, including footings and affected utilities. d. Removal of pedestrian bridge and portions of the Plaza of the Fountain, described in Exhibit I-B, including removal of decking, structure, and any systems and fountains identified to be removed. e. Maintain access to City Hall loading dock at all times. f. Deliver completed demolition with the following: i. Grade and pave former State Building site to accommodate parking spaces, along with minor landscape and irrigation. ii. Long-term Water Quality Best Management Practices (BMPs) installed. iii. Repair all plaza areas affected by demolition. g. Items to protect in place: i. Maintain access to Federal Building, located at 34 Civic Center Plaza, parking at all times. . Parking structure located immediately east of the State building. iii. Utility "main lines" serving other structures with the Civic Center Plaza. iv. The Team shall assume that the covered parking and plaza structure outside the boundary of the City-owned parcel where the State Building sits, shall be protected in place. The Team shall present to the City any preferred alternatives that require encroachment into, or demolition of, sections of plaza or covered parking outside of City-owned parcel. The design and construction budget for this facility includes funds from the State of California, and is approximately $5 million. Bid documents shall be submitted by the end of 2024, and complete demolition shall be completed by the end of 2025.
