The rules and regulations cited in 24 CFR 92.351(b), 24 CFR 85.36(e) (i-vi), and OMB Circular A-102 on this topic specify that proactive outreach efforts to include MBE-WBE-DBE must be undertaken as part of the open competition process for contract opportunities funded with CDBG and other federal dollars. The sub-grantee-and its contractors and subcontractors - are, therefore, required to provide the maximum practicable opportunity for MBE-WBE-DBE's to participate in the procurement process.
