Renovation of a water / sewer project in Orlando, Florida. Conceptual plans call for the renovation of a water / sewer project.

The engineering consultant (“Consultant”) shall assist the Central Florida Tourism Oversight District (“CFTOD” or “District”) by providing professional engineering services to provide design, bidding, permitting and construction phase services for the replacement of high potential load-break (“HPL”) switches with dead front pad-mounted equipment (“PME”) switches to provide redundancy for outages in the substation serving Pavilions around EPCOT. There are forty (40) 15kV HPL switches on the EPCOT electric 12kV distribution unit substation system as shown in the EXHIBIT A - EPCOT Substation 12kV Distribution Single-line Diagram. Each HPL Switch is a part of a unit substation and feeds the respective unit substation transformer. These switches show signs of heavy rust, equipment degradation and water damage or intrusion. Most switches are 30 to 40 years old and are at, or approaching the end of their useful life. The primary objective of this project is to replace ten (10) of these HPLs with PME switches while minimizing the number of service interruptions during replacement. The design scope also includes an assessment of EPCOT’s existing electrical 12kV distribution system configuration and provides recommendations for improving system redundancy. Disney’s EPCOT Park area is fed from two (2) main substation 12kV busses, Bus A and Bus B with a tie-breaker between the busses. Since these buses are the main power source for the operation of EPCOT, these critical pieces of electrical equipment cannot be taken out of service without service interruptions of the utility to the park. The scope of the project includes evaluation of the 12kV circuits downstream of this switchgear and providing recommendations for redundancy of the system for such future Bus A and B services and projects. The cabling between feeder A7-GF1 and feeder B1-GF2 shall be removed as part of the 12kV improvements to allow for the removal of the generator bus switchgear. Removal of this switchgear is not a part of the scope of this project. The selected Consultant will be expected to generate preliminary engineering, construction plans, execution timeline and specifications for the execution of the HPL replacement project that meet or exceeds the requirements of all CFTOD/RCES Standards, and standard drawing templates for the construction. The plans shall be industry-standard scale with required plans, elevations and details generated as required. The plans shall depict all known utilities and other conflicts in the vicinity of the proposed work. The location of these features shall be determined via a review of existing utility drawings and site survey, as necessary. The designs shall generally adhere to the CFTOD/RCES Utility Specifications and Construction Standards for materials, means, methods, standard details, testing and other requirements. These Standards shall be the boilerplate for the technical specifications, but the selected Consultant will be expected to tailor these documents to the specific project requirements and add or delete sections as required. All formatting shall be in accordance with RCES current Standard. Standard details shall be treated likewise. Safety, Access, and Maintenance of Traffic requirements shall meet or exceed those of CFTOD, RCES, and Walt Disney World (Company). The following tasks will be performed as part of the work: A.
