It is the intent of Tucson Unified School District #1 to contract with a qualified vendor to maintain the pool at Pueblo High School. Scope of Work Contractor shall provide services to maintain the pool in accordance with the following regulations: Arizona Department of Health Services Article 8 Public and Semipublic Swimming Pools and Bathing Places. Arizona Department of Environmental Quality Article 2 R18-5-201 through R18-5-251 Public and Semipublic Swimming Pools and Spas Pima County Health Department Chapter 8.32 Swimming Pools and Spas Daily Maintenance (When in Use) TUSD shall notify the contractor of events or upcoming usage. Contractor shall provide water quality testing 2x per day Monday through Friday. Document results and provide a monthly report to the contract liaison. As Needed - Vacuum the pool. Skim surface and remove any debris, clean strainers, gutters and tile. Report overall cleanliness of the pool including pool deck, bleachers and receptacles. Weekly Maintenance: (5x per week during peak season April-September) Weekly Maintenance: (3x per week during off season October-March) Vacuum the pool. Skim surface. Remove any debris that has settled on the bottom, clean gutters and tile. Brush walls and steps. Clean strainers. Inspect and clean ladders. Inspect for electrical hazards. Verify Chemical feeder operation, pump operation and flow indicators. Maintain pool chemistry - document testing and provide a monthly report to the contract liaison. Free chlorine residual in the water shall not be less than 1.0 ppm or more than 5.0 ppm at a ph of 7.0 - 8.0. Maintain alkalinity between 60 and 100 ppm and ph between 7.2 and 7.8 per Pima County Health Department water quality standards. Verify safety equipment is provided - Ring buoy and Shepherds crook. Notify contract liaison and site administration immediately of safety concerns. Document any deficiencies and provide an estimate to repair or replace equipment. Annual Inspection Verify the operation of the entire system - pumps, filters, chemical treatment, etc. Provide recommendations and pricing for repairs or equipment upgrades. Contractor Responsibilities: Contractor/technician shall be certified by the Pima County Health Department for Pool Maintenance. Provide certifications and any applicable training. Prior to performing maintenance, technician will sign in and out at the administration office. After hour maintenance shall document the date and time service was provided in the monthly report. Provide adequate protection of all District property and individuals while operating machines or vehicles on District property. Promptly notify the Contract Liaison of any accidents, injuries, or property damage that occurs on TUSD property. Provide invoicing directly to the contract liaison for approval. All work outside of routine maintenance must be approved by the contract liaison. Maintain all applicable licenses, certifications and permits; the paying of all fees, assessments and complying with all Federal, State, and local laws, rules, regulations and ordinances related to providing specified services. Use only chemicals, materials and service methods that comply with all current Federal, State, and local laws, rules, regulations and ordinances related to providing specified services in a safe and health conscious manner. Provide TUSD with Materials Safety Data Sheets (MSDS) for all chemicals that will be used in providing pool maintenance services. Notify the contract liaison in writing of any changes to chemicals and include new MSDS. Insure that all chemicals are secured under lock and key while stored or used on District property. Remove all spent containers, packaging and replaced materials. Ensure mechanical room is clean and locked after work is complete. Train employees and appropriate District personal in the proper procedures for immediate response to emergency situations that are directly related to poor or dangerous pool water quality or related equipment problems. Contractor must have a minimum of 3 years in business as certified pool service contractors. Contractor must provide Portable filter system to vacuum pool. Current Known Deficiencies: Existing pool gutter filtration system is disconnected. Existing pool boiler/heater is not in use. It is TUSD intent to correct pool gutter filtration system. Site Location Vendor is expected to perform work at the following location: Pueblo High School, 3500 S 12th Ave, Tucson, AZ 85713 After the bids submitted in response to an invitation for bids are opened and the award is made the governing board shall make available for public inspection all information, all bids and all findings and other information considered in determining whose bid conforms to the invitation for bids and will be the most advantageous with respect to price, conformity to the specifications and other factors to be selected for the award. Question Deadline 04/22/2024 at 4:00 PM MT Award Basis of Award. An Award will be made to the Responsible Bidder or Offeror whose Bid or Offer is determined to be: For an invitation for Bid, the lowest responsible and responsive Bid or Bids that conform in all material respects to the requirements of the Solicitation and evaluation factors, if any, set forth the Special Requirements of Solicitation. If a Bidder is awarded a Contract and is unable to meet its contractual obligations, District may cancel the Contract and award a Contract to the next lowest ranked Bidder if this determination occurs within a reasonable time period after the original Contract Award. For a request for proposal, the Proposal or Proposals that are determined in writing to be the most advantageous to District based on the requirements of the Solicitation and evaluation factors set forth in the Special Requirements of Solicitation. District will evaluate and determine which Proposals are acceptable and unacceptable for further consideration. If determined to be in the best interest of District, District may request interviews with the Offerors determined to be most likely to meet the requirements to discuss cost and/or other portions of the Proposal. No requirement or factor may be used in the evaluation of offers that is not set forth in the Solicitation. The amount of any applicable transaction privilege or use tax of a political subdivision of the State shall not be a factor in determining the lowest Bid or most advantageous Proposal. Multiple Awards. District may award multiple contracts from the Solicitation. The decision to award a single contract, award multiple contracts, or make no award rests solely with District. A multiple Award shall be made only if the District Representative determines in writing, prior to making an award that a multiple Award is necessary and is advantageous to District. In determining whether to award multiple contracts, District will assess whether multiple vendors are necessary and advantageous to ensure the availability of goods or services that fully conform to District's requirements at the time, place and manner needed by District. If District determines that multiple contracts are necessary and advantageous, District will determine the least number of Contractors that are needed and award Contracts to, if an invitation to bid, the Bidders who submitted the lowest responsible and responsive Bids; and, if a request for proposal, the Offerors who submitted the most advantageous Proposals to District. When determining whether to award of multiple contracts, District may consider a variety of factors, including without limitation: District's experience with existing products and systems, brand continuity for parts replacement, increased demand for goods or services, a single Contractor's ability to provide for District's needs, bonding capacity, Contractor's location and service areas, District's past experience with Contracts for similar product/services, and other relevant criteria, including the criteria set forth in school district procurement code R7-2-1024(B)(1)(D): whether contracts will be awarded by individual line items or groups of line items, by increments, or by designated regions or locations. Formation of Contract. A response to the Solicitation is an offer to contract with District based upon the terms, conditions, scope of work/services, and specifications contained in the Solicitation. An Offer does not become a contract unless and until District accepts it. A contract is formed when the District Representative signs the Award document on behalf of District. No work may commence or products be delivered until District has issued a Purchase Order to Contractor.
