The City of West Haven (here after referred to as, "the City") is soliciting an Invitation to Bid to qualified vendors for furnishing and installing a Westport guard rail. The guard rail will run on the waterside, across from 351 Beach Street in West Haven, CT. The project will be ARPA funded. Respondents are required to submit one (1) original with two (2) copies of their proposal, in a sealed envelope, clearly marked "ITB# 2024-08 Beach Street Guardrail". Proposals received after the scheduled due date and time shall not be accepted or considered, they will be rejected. No oral, telephonic, emailed, or faxed responses shall be considered. No oral, telephonic, emailed, or faxed corrections, deletions, or additions to any response shall be accepted. The City reserves the right to reject any or all proposals, or to waive deficiencies in any received proposals, if it determines, in the City's sole opinion, that doing so is in the best interest of the City. Furnish and install 1600' of NEW #2 Southern Pine, pressure treated, Westport guard rail, to run on the water side, across from 351 Beach Street on the corner of Beach Street and Washington Avenue (Stowe's Seafood) to the corner of Beach Street and Morse Avenue (across from 215 Beach Street). All posts will be 8" x 8" pressure treated mortised posts with chamfered tops and rails 4"x 8" x 10' long rails. All posts will be hand dug 1.5' from the edge of the sidewalk on the water side and tamped. Compliance with ARPA (American Rescue Plan Act) and other federal government requirement must be on record with the City of West Haven before any work is awarded. The City's use of names of makes, models, and brand names, mentioned in its specifications are intended to be descriptive only and not restrictive. The City intends only to indicate to the Bidder, the type of product desired. Bidder must clearly state in their bid exactly what makes and models, if any, it intends to supply. Bidder must furnish with it's bid, one or more manufacturers specification sheets (cut sheets), illustrations, or other descriptive matter that clearly indicates what the Bidder intends to supply. The City reserves the right to select the materials or services that are best suited for its needs.
