The Chester County School Districts' Joint Purchasing (CCSDJP) Board is soliciting sealed bids for: Asphalt Paving- RFP 2425-08 The Joint Purchasing Board reserves the right to reject any and all bids, either by item or in total, and will make award in the best interest of the CCSDJP Board. Bid Bond Each bid submitted must be accompanied by a certified check, cashier's check, or a treasurer's check drawn to the order of the Chester County School Districts' Joint Purchasing Board, in the amount of ten (10) percent of the total bid submitted by each bidder and shall be enclosed with the bid. In lieu of such a check, a Bid Bond with surety acceptable to said Joint Purchasing Board in like amount may be tendered. All bonds shall be issued by companies such as will be acceptable to the owner, and which are authorized to transact business in Pennsylvania. Surety companies must have a Certificate of Authority as an acceptable surety on Federal bonds and as an acceptable reinsuring company in accordance with the latest Treasurer's Department Bulletin published by the Fiscal Service Company of Surety Bonds. Checks will be returned promptly to all bidders after the successful bidder has furnished and properly signed all contract documents and submitted the required performance bond. The successful bidder must complete and deliver all contract documents within ten days of the date postmarked on the envelope in which the Board mails the award notification documents. If the bidder to whom an award is made shall fail or refuse to execute the contract within the time specified and allowed for completion, the participating school districts may deduct and retain out of the monies due the bidder, or from the deposit required by the above paragraph, such sum as shall be sufficient to pay the difference between the price on which the award was made and the price which the participating school districts may or shall be obliged to pay to procure the work, service and/or merchandise from other sources. Performance Bond The successful bidder(s) shall provide a Performance Bond to the Chester County School Districts' Joint Purchasing Board in the amount of one hundred (100) percent of the contract amount within ten (10) days of the date postmarked on the envelope in which the Board mails the award notification documents. Background: The Chester County School Districts' Joint Purchasing Board is a consortium of all the public schools in Chester County, Pennsylvania. Representatives on this board are the school business administrators of each of the school districts within the county. As an organization, our purpose is to undertake transactions such as group bidding of school products, jointly requesting proposals for school services, and to consort on those projects where joint participation by all or several schools is an economical means of acquiring such products or services. Purpose and Objectives: The Chester County School Districts' Joint Purchasing Board is requesting proposals for the Asphalt Paving on behalf of the county school districts. The overall objective of this proposal will be performing the asphalt-related services for each participating school district/facility in Chester County, Pennsylvania. Services Required: The generalized scope of services to be provided, in joint cooperation with school personnel, are: 1. Prospective bidders are REQUIRED to have a site visit for school districts (unless after the bidder contacts the district and the district states a site visit is not required), prior to submitting their proposal, in order to verify the actual quantity, nature and condition of the work to be completed through this bid. No cost shall be incurred by any of the districts for this pre-bid visit. Vendors shall contact the individual named on each district's information sheet to arrange a time for reviewing their sites. 2. Services proposed shall include all supplies, equipment and labour necessary to fulfil the scope of this proposal. 3. Services proposed shall include all professional/technical personnel necessary to accomplish the objectives and scope of this proposal. Services proposed in this project will not involve school employees. 4. Services proposed shall include the preparation and issuance of all required reports and documentation pertaining to this project on behalf of the school entity. 4. All proposers should state cost savings available if district scheduling can be coordinated. 5. All traffic control will be the responsibility of contractor and must be approved by district.
