The Secretary of the Maryland Department of Transportation has certified the need to utilize the services of engineers and architects for the following solicitation: Contract Number MAA-AE-25-002 - Program Management (PM) of Architectural & Engineering Design and Construction Management at Baltimore/Washington International Thurgood Marshall (BWI Thurgood Marshall) and Martin State (MTN) Airports. The Maryland Aviation Administration (MAA) intends to award two or more contracts, each with similar scope of services, based on an evaluation by the Consultant Screening Committee (CSC) of the technical proposals submitted in response to this Request for Technical Proposal (RFTP). It is anticipated that the Project will be funded with State, Federal, and/or other funds. MAA has an estimated budget not-to-exceeding $30,000,000 for these services. The duration of the Contracts will not exceed five (5) years. No minimum amount of work or funds is guaranteed under these Contracts. The contract(s) will be awarded in accordance with the final ranking of the Reduced Candidate List in descending order with the highest-ranked firm (s) receiving a contract. All contracts are subject to approval by the Maryland Department of Transportation and the Maryland Board of Public Works. The Consultant Firms shall be proficient in the services listed in this RFTP and shall bring an experienced and expert staff to the contracts as required. Firms interested in being considered for work on this solicitation must submit a complete Standard Form (SF) 330 concurrent with the RFTP as set forth herein. The cover letter portion of the RFTP shall indicate the firm's desire to perform services and indicate the specific tasks or areas of expertise that will be subcontracted, and to whom. Of all the firm(s) submitting a RFTP in response to this Solicitation from those judged most qualified with highest rated Technical Proposal a Reduced Candidate List will be developed and those firms will be requested to submit Price Proposals. Salary, Payroll Burden, and Overhead limitations have been eliminated. The Price Proposal salary of each classification shall be an average of the proposed Key Staff in that class along with others (up to three) among your proposed team with various levels of work experience above the minimum requirement in each classification except the Principal in Charge (PIC) position. More details will be included in the Price Proposal request. However, compensation salaries shall be actual per hour salary rates of the employee as supported by Certified Payroll Records while Payroll Burden and Prime and Subconsultants' overhead shall be supported by an annual overhead audit performed by an independent Certified Public Accountant in accordance with Federal Acquisition Regulations 48 Code of Federal Regulation 1, Part 31 and applicable MDOT Guidelines. The annual overhead audits shall identify separate rates for both home office overhead and field overhead rates. If negotiations with the firm are timely and successful, a contract may be awarded to that firm. IMPORTANT: If a Joint Venture responds to this solicitation advertisement, the Maryland Aviation Administration will not accept separate Technical Proposals from the Joint Venture constituents. A firm will not be permitted to submit more than one (1) Joint Venture for this Solicitation advertisement. Also, a firm that responds to this Solicitation advertisement as a Prime or a Prime Joint Venture constituent may not be included as a designated subcontractor to another firm that responds as a Prime to this Solicitation advertisement. Multiple responses under any of the foregoing situations may cause the rejection of all responses of the firms involved. The above does not preclude a firm from being set forth as a designated subcontractor to more than one (1) Prime responding to this Solicitation advertisement. All questions concerning submissions and procedures must be submitted to the MAA's Office of Procurement & Materials Management Procurement Officer by email to gmealy2@bwiairport.com no later than 2:00 pm EST on April 23, 2024. The contract number must be referenced in the email subject line. Problems submitting emails shall be reported to the Procurement Officer at 410-859-7331. All addenda to this advertisement will be posted only on eMaryland Marketplace Advantage Facsimile copies are not acceptable. Responses received after 4:00 P.M. EST on May 14, 2024, will not be accepted, no matter how it is transmitted. Consultants shall have the ability to provide background investigation results for consultant personnel assigned to work on Maryland Aviation Administration (MDOT MAA) projects as a result of this solicitation. Disadvantaged Business Enterprises (DBEs) are encouraged to respond to this solicitation notice. MAA, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C 200d to 200d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this Solicitation advertisement, DBEs will be afforded full and fair opportunity to submit a response to this Solicitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. DBE firms are encouraged to respond to this solicitation. The Maryland Aviation Administration hereby notifies all offerors that regarding any contract entered into pursuant to this advertisement, whenever the term 'disadvantaged' and 'minority' is used, it is understood to include women. The terms 'disadvantaged' and 'minority' include certified female owned businesses, which will be afforded full opportunity to submit proposals in response to this notice and will not be subjected to discrimination based on race, color, sex or national origin in consideration for an award. It is the goal of MAA that disadvantaged business enterprises participate in all federal-aid contracts. Each contract will be evaluated for the placement of a goal for DBE participation. Refer Section XVI, DBE Participation Goal, and Identification Requirements.
