Remodeling of a detention facility in Duluth, Minnesota. Completed plans call for the remodel of a detention facility.

As of May 21, 2024, this project has not yet been awarded. A timeline for award has not yet been established. The Purchasing Division of St. Louis County, Minnesota (herein called the "County" or "Owner"), invites bids in electronic or hard copy form. Bids may be submitted electronically through . If submitting electronically, all required documentation must be scanned into PDF format as one document, and uploaded . A money order, cashier's check, and/or certified check may be utilized in lieu of a bid bond. The successful Bidder, upon failure or refusal to deliver the bonds required within ten (10) days after receipt of notification of the acceptance of its bid, shall forfeit to County the security deposited with the bid as liquidated damages for such failure or refusal. The successful Bidder shall obtain and pay for all permits, fees and licenses necessary and ordinary for the work, shall comply with all lawful requirements applicable to the work, and shall give and maintain any and all notices required by applicable law pertaining to the work. Each bid must be accompanied by a certified check or bid bond prepared on separate form of bid bond, duly executed by the Bidder as principal and having as surety thereon, a surety company approved by County, in the amount of five percent (5%) of the bid. Such certified checks or bid bonds will be returned to all except the three (3) lowest Responsible Bidders within three (3) days after the opening of bids. For any contract over $150,000.00, St. Louis County will require the successful Bidder to furnish a Performance Bond and a Labor & Materials Payment Bond in the full amounts in favor of St. Louis County. The surety company providing the bond(s) must be registered to do business in the State of Minnesota and be satisfactory to St. Louis County. Any attorney-in-fact who signs bid bonds or contract bonds must file with each bond, a certified and effectively dated copy of their power of attorney. Work is to be scheduled by Bidder in cooperation with the County and all work is to be completed within 60 consecutive calendar days from the date indicated on the Notice to Proceed, except as may be extended in accordance with the Contract Documents County may reject any bid not prepared and submitted in accordance with these specifications but may waive any immaterial informality or reject any and all bids if in the public interest as determined in the sole discretion of the County. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement. Any bid received after the time and date specified shall not be considered. Bidder may not withdraw a bid within sixty (60) calendar days after the actual opening.
