THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME. US Army Corps of Engineers (USACE), Seattle District, is seeking interested business sources for a construction project titled: "Construct Barracks at Joint Base Lewis-McChord, WA." Proposed project will be a firm fixed-price construction project. In accordance with DFARS 236.204, construction magnitude is estimated to be in the price range of between $100,000,000 and $250,000,000. 100 percent payment and performance bonds will be required. The North American Industry Classification System (NAICS) code for this project is 236220, Commercial and Institutional Building Construction, and the associate small business size standard is $39,500,000. This sources-sought announcement is a tool to identify businesses with the capability to accomplish the work and is for information/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. NO SOLICITATION IS CURRENTLY AVAILABLE. The type of solicitation to be issued will depend upon information received in response to this sources sought notice. No reimbursement will be made for any costs associated with providing information in response to this sources sought notice or any follow up information. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. All interested firms should respond to this notice no matter what business size under NAICS 236220. Unsolicited proposals will not be accepted. Further, proprietary information is not being requested at this time, and respondents shall refrain from providing proprietary information in response to this sources sought notice. No award will be made from this sources sought notice. This is not a request to be placed on a solicitation mailing list and is not to be construed as a commitment by the Government. SUMMARY DESCRIPTION OF PROPOSED PROJECT: Design and construct a new five-story 200-person Unaccompanied Enlisted Personnel Housing (UEPH) Barracks. Primary facilities include living and sleeping quarters, baths, storage, service areas, information systems, fire protection and alarm systems, Energy Monitoring Control Systems (EMCS) connection, and cybersecurity measures. Sustainability and energy enhancement measures are included. Supporting facilities include site development such as demolition, utility connections, electrical power, telecommunications, streetlights, pedestrian lights, site lighting, street paving, road improvements, parking, sidewalks, curbs and gutters, potable water, stormwater, wastewater, information systems, landscaping, signage, and sport courts. Heating and air conditioning will be provided by a self-contained system utilizing the base's available energy utilities. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Comprehensive building and furnishings related interior design services are required. The UEPH will be occupied by able-bodied soldiers; therefore, access for individuals with disabilities will be provided only in the lobby area. Facilities will be designed to a minimum service life of 40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance. This project has been selected to be a pilot study as outlined in the 2022 National Defense Authorization Act Section 2861. The pilot study focuses on the cost and schedule impacts of implementing more sustainable materials as the primary construction material, while tracking the reduction in greenhouse gas emissions of those materials. This study requires additional Environmental Product Declarations (EPD) submittal for the following material: Mass Timber Cast-in-place concrete Clay masonry bricks Structural steel Steel decking Cold-formed metal framing Board and block insulation Mineral fiber blanket insulation Steel standing seam roofing Gypsum board Requests for EPDs of the materials listed above will be provided in the project specifications. Along with EPD submittals, additional detail on costs associated with the materials listed above is required for analysis. This const data includes base materials costs (burdened and unburdened), as well as installation costs and must be supplied after purchase of the materials. Additional submittals must accompany Product Data submittals listed in respective specifications and must be included in the Sustainability eNotebook." The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
