Site work and paving for a mixed-use development in Woodbridge, Virginia. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
Generally, the Project includes, roadway improvements at Summit School Road, Telegraph Road, Minnieville Road and Prince William Parkway. The project is located in Woodbridge, Virginia and generally consists of the widening of the existing Telegraph Road and construction of a new segment of Summit School Road. More specifically, the project is comprised of the construction of an extension of Summit School Road from its existing terminus at Kinnicutt Drive a distance of approximately 0.8 miles to the existing intersection of Telegraph Road and the I-95 Express Lanes/ Horner Road Park & Ride Lot Access Road. Portions of existing Telegraph Road will be abandoned and reconstructed to form a "tee" intersection with the proposed extension of Summit School Road. The project also includes the widening of Telegraph Road a distance of approximately 0.4 miles from a point approximately 250 feet south of Prince William Parkway to Caton Hill Road. The project includes the installation of new turn lanes along existing Summit School Road at the intersections of Kinnicutt Drive includes the installation of new traffic signals at the intersections of Prince William Parkway and Telegraph Road and Summit School Road and Kinnicutt Drive. The project also includes traffic signal modifications at the intersections of Telegraph Road and Caton Hill Road, Telegraph Road and the I-95 Express Lanes / Horner Road Park & Ride Lot Access Road and Summit School Road and Minnieville Road. The project will also expand Lot 6 within the Horner Road Park and Ride facility, which will include reallocation of the existing parking spaces and construction of an additional 57 parking spaces. In addition to asphalt pavement and pavement markings, the Lot 6 expansion will include bicycle parking, lighting, electric vehicle accommodations (for future charging stations), potential utility relocations (impact analysis is on-going), and four retaining walls. An early Site Preparation Plan is necessary to initiate construction on this parking lot upgrade prior to June 30, 2024, and the Contractor shall be required that the contractor commence construction prior to this date. Work includes, the installation of erosion control devices, clearing and grubbing, grading, excavation, supplying and installing storm sewers pipes, sanitary sewer, waterline, Stormwater Management (SWM) Facilities, traffic signals, signage, pavement markings, lighting, drainage structures, ditches, curb and gutter, concrete sidewalk, asphalt paving, mill and overlaying, and all measures required for the maintenance of traffic during construction. All work shall be performed in accordance with the approved project plans and bid documents. The completed project must meet any and all of the requirements for final acceptance by the Virginia Department of Transportation. This solicitation is governed by the Virginia Department of Labor and Industry Prevailing Wage Rates. Owner Rights: In accordance with Prince William County Procurement Regulations, the County reserves the right to reject any bids, waive informalities and irregularities in bidding, and to accept bids, which are, in consideration, in the best interest of the County. Liquidity Damages: The Bidder agrees and understands Liquidated Damages are set in accordance with VDOT Road Bridge Specifications Section 108.6 (b) Liquidated Damages on this project for each day beyond 540 days from the Notice to Proceed (NTP) in which the work including punch list items, all submittals, and all other contractual requirements whatsoever under this project remain incomplete. If the Contractor fails to complete the Work required to achieve a Contract milestone or complete the work within the Contract time for completion of the Work, as specified in the Contract Documents, or as adjusted by Change Order, the Contractor shall pay to the County not as penalty, but as Liquidated Damages the amounts as set forth in the Contract for each Calendar Day of delay as set out in the Contract. Bond Notes: The Contractor shall furnish along with the required number of copies of the Contract duly signed by him, two (2) originals of Performance and Payment Bonds, (forms included in the Bid Documents), each in an amount equal to one hundred percent (100%) of the Contract Sum. Bonds shall be properly issued and executed by a Surety licensed in the State of Virginia and acceptable to the County. Cost of Bonds shall be included in the total estimated Bid Price. The Performance Bond shall remain in effect for one (1) year after final acceptance. The cost of obtaining Bonds shall be included in the Summary of Unit Bid Prices under the item for Mobilization.
