The Clarke County Purchasing Department, on behalf of the Clarke County Sanitary Authority (CCSA), is soliciting competitive sealed proposals from qualified vendors to provide for the operation and management of a water and sewer system serving certain areas of Clarke County. The water system serves approximately 506 customers in the towns of Millwood, Boyce, Waterloo, and White Post. The wastewater system serves approximately 374 customers in the towns of Millwood, Boyce, and Waterloo. Administrative services including accounts receivable, accounts payable, and policy development are managed by the CCSA. The Clarke County Sanitary Authority is run by a board of five members that meet monthly in Berryville to make decisions on the planning and operation of the water and wastewater systems. Until March 2004, the system was operated by part-time employees. Beginning in May 2004, the CCSA has contracted with an outside corporation to operate the facility. All questions should be done in writing via email (purchasing@clarkecounty.gov) to Mr. Mike Legge, Purchasing Manager. Questions will either be answered directly by an email or through an addendum. The initial term of the contract will be from July 1, 2024 through June 30, 2026. The County and the selected vendor may renew the contract for up to four additional two-year terms, if both parties agree to the terms and conditions. Owner Rights: Clarke County reserves the right to reject any and all proposals, to waive informalities, and to negotiate with the successful offeror(s). Clarke County reserves the right to reject the Vendor's selection of Subcontractors. Bid Bonds - Each bidder shall accompany their bid with a bid bond or certified check in the amount of five percent (5%) of the amount bid. Such bond shall serve as liquidated damages and be forfeited in the event the successful bidder fails to enter into the contract. Performance and Payment Bonds - The successful Contractor shall furnish both a performance and payment bond, each in the amount equal to one hundred percent (100%) of the contract as security for the faithful performance of this contract.
