The Durham College of Applied Arts and Technology (the Institution), in collaboration with the University of Ontario Institute of Technology, is seeking proposals for fire protection systems testing and maintenance as required by the Ontario Fire Code, and any equipment or repairs that may arise from Municipal Fire Service Inspections as further described in this RFP. 3.1.General Requirements All Fire Protection Systems testing is to be conducted after hours as not to impact campus operations or cause potential Health & Safety concerns, such as flowing near pedestrian traffic or crosswalks. The Institution will determine appropriate timelines (Early morning / Sundays). Work closely with campus security at all locations to ensure that building fire alarm panels are correctly bypassed as not to impact campus operations. Work with campus security to restore individual fire alarm panels before proceeding to the next building. Seek direction from the Institution on issues that need to be addressed above and beyond contractual obligations. 3.2.Annual Sprinkler System (Flow) Testing Conduct annual flow testing of all sprinkler as per the requirements of O.F.C Section 6.5.5.2(1). Record and provide electronic PDF reports to the Institution including any noted deficiencies on an annual basis. Provide two (2) bound colour hard copies of inspection reports including any noted deficiencies to the Institution. Testing to be carried out on an annual basis during the month of July at the discretion of the Institution. 3.3.Annual Flowing of all Fire Hose Valves and End of Line Flow Applicable to all buildings that have fire hoses as per the requirements of the Ontario Fire Code Section #6. Uncouple the fire hose in each cabinet. Attach another fire hose to the fire hose valve and run the house into a bucket to determine there is water at the valve and ensure that the valve can be manually opened and closed without any mechanical aid. Following the testing of all fire hoses, proceed to the last fire hose cabinet in the system and attach another hose to that specific cabinet running it up to the roof. Set up flow testing equipment to flow test the fire hose line. Determine and document the length of time it takes before the fire hose pump kicks in. Record and provide electronic PDF reports to the Institution including any noted deficiencies on an annual basis. Provide two (2) bound colour hard copies of inspection reports including any noted deficiencies to the Institution. Testing to be carried out on an annual basis during the month of July at the discretion of the Institution. 3.4.Semi-Annual Inspection of the Kitchen Fire Suppression Perform inspection and testing of each kitchen fire system and hood. Remove control head at each location for the duration of the testing. All hood filters to be removed to inspect the condition of each hood. Indicate any excessive grease build up on inspection reports for follow up by the Institution. Verify correct operation of gas valve and shunt trip by releasing one of the fusible links in the hood. All fusible links are to be replaced and the discharge nozzles for chemical distribution are to be cleaned. Nozzle seals to be replaced if required at no additional cost. All hood filters to be re-installed to their appropriate location, all gas appliances shall be re-lit and all shunt trips for electrical equipment shall be turned back on. Record and provide electronic PDF reports to the Institution including any noted deficiencies on a semi-annual basis. Provide two (2) bound colour hard copies of inspection reports including any noted deficiencies to the Institution. All testing is to be conducted after hours as not to impact campus operations. (July and December) Dates to be determined by the Institution based on availability of food service locations. Inspections may have to be carried out over a maximum of (3) days where there are access conflicts. 3.5.Semi-Annual Replacement of Graphite Seals- UB Fire Pump Graphite Seals on the Fire Pump in the Business & IT (UB) Building to be replaced minimum twice over the duration of the contract. Record and provide an electronic PDF report to the Institution along with any noted deficiencies. 3.6.Monthly Sprinkler Systems Switch Activations Provide the monthly activation of every sprinkler system switch (flow and tamper switches) as per the requirements of the Ontario Fire Code Section #6. Record and provide electronic PDF reports to Institution, including any noted deficiencies on a month-to-month basis. All testing to be carried after hours on the third (3rd) Sunday of the month or as directed by the Institution as not to impact campus operations. Access to be arranged through the Institution's Facilities Management. 3.7.Weekly Fire Pump Test Perform inspection and testing of (2) fire pumps at the north campus; (1) in the Science Building and (1) in the Business and IT Building. The fire pump discharge pressure, suction pressure, lubricating oil level, operative condition of relief valves, primary water level and general operating conditions shall be inspected during the weekly operation of fire pumps Inspection and testing to be performed on a monthly basis in conjunction with the monthly sprinkler systems switch activations. The Institution performs inspection and testing on a weekly basis between these intervals. Record and provide electronic PDF reports to Facilities Management including any noted deficiencies on a month-to-month basis. Proponents are encouraged to attend the site meeting to fully inform themselves as to all existing conditions and limitations and so they may include for this in their Financial Proposal. No claims will be considered for extra work, expense or difficulties encountered due to conditions of the site which were visible upon or reasonably inferable from an examination of the site
